Job Description

The Iowa City Veterans Affairs Health Care System (ICVAHCS) is hiring a Budget Analyst at the GS-11 grade. This full-time, on-site position involves developing budget requests, monitoring expenditures, and advising managers on fund availability.

The role is open to VEOA eligibles and current permanent Veterans Canteen Service employees. As a Budget Analyst, you will develop and formulate all segments of the facility budget requests for the coming fiscal year.

You will review estimates submitted by organizational elements for compliance with rules and regulations, perform analysis of budget requests, and write justifications supporting funding requests.

You will monitor the use and rate of expenditure of budgeted funds through dialogue with managers, maintain accurate historical records, and prepare reports covering funding, expenses, and obligations.

You will also advise facility managers on the status and availability of funds and serve as liaison between managers and their representatives. The work schedule is Monday through Friday, 8:00am to 4:30pm.

This position is not remote or virtual; you must physically report to the Iowa City VA facility.

Qualification

Current or former federal employees must meet time-in-grade requirements.

  • Time-In-Grade: Current or former federal employees must have served 52 weeks at the GS-09 level. Submit an SF-50 showing time-in-grade eligibility.
  • Specialized Experience: One year of specialized experience equivalent to GS-09, including financial analysis, budget formulation, monitoring program budgets, and preparing reports.
  • Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related.
  • Combination: A combination of specialized experience and graduate education beyond two years may qualify.

Role Responsibilities

Develops and formulates all segments of the facility budget requests for the coming fiscal year.

  • Reviews estimates submitted by organizational elements for compliance with rules, regulations, and procedures.
  • Performs analysis of budget requests.
  • Writes and/or edits statements justifying and supporting funding requests.
  • Monitors the use and rate of expenditure of budgeted funds through continuing dialogue with managers.
  • Maintains accurate historical records.
  • Prepares a variety of reports covering funding, expenses, and obligations.
  • Advises facility managers on the status and availability of funds.
  • Serves as liaison between organizational managers and their representatives.

Must be a U.S. Citizen.

  • Selective Service Registration required for males born after 12/31/1959.
  • May be required to serve a 1-year probationary period or 2-year trial period.

  • Participation in the seasonal influenza vaccination program is required.
