Finance Manager

Candidates must meet the qualifications outlined in the official job description, available from the Human Resources Department or the City's website. A bachelor's degree in accounting, finance, or a related field is typically required, along with several years of progressively responsible experience in municipal finance or a similar setting.

• Bachelor's degree in accounting, finance, business administration, or a closely related field.
• Five or more years of progressively responsible experience in governmental accounting, budgeting, or financial management.
• Supervisory or management experience in a finance department.
• Certified Public Accountant (CPA) or Certified Government Financial Manager (CGFM) designation preferred.
• Knowledge of generally accepted accounting principles (GAAP) and governmental accounting standards (GASB).
• Experience with financial software and enterprise resource planning (ERP) systems.
• Strong analytical, communication, and leadership skills.
• Ability to pass a background check and meet city employment requirements.

Direct, manage, supervise, and coordinate accounting and budgeting operations within the Finance Department.

• Oversee general accounting functions, including accounts payable, payroll, and purchasing.
• Coordinate assigned activities with other divisions, departments, and outside agencies.
• Prepare and monitor the city's annual budget and financial forecasts.
• Ensure compliance with federal, state, and local financial regulations and reporting requirements.
• Develop and implement financial policies, procedures, and internal controls.
• Supervise and train finance staff, conduct performance evaluations, and supports professional development.
• Provide financial analysis and recommendations to the Director of Finance and city leadership.
• Manage the city's investment portfolio and cash management activities.
• Prepare financial statements, reports, and presentations for city council and public audiences.

Must be a U.S. citizen or authorized to work in the United States.

• Possession of a valid California driver's license or ability to obtain one.
• Successful completion of a background investigation and pre-employment physical (if applicable).
• May be required to work evenings or weekends for city council meetings or special projects.
• Adherence to the City of Escondido's conflict of interest and ethics policies.
