Job Description
This position is with the U.S. Army Training and Doctrine Command, located at the USA Intelligence Center of Excellence on Davis Monthan Air Force Base, Arizona. The role combines advanced Human Intelligence (HUMINT) instruction with operational intelligence gathering.
As an Intelligence Specialist (Operations), you will travel to various operational areas, develop travel security plans, review mission intelligence, and integrate real-world scenarios into training curriculum.
You will work with the Joint Coordination Element and DoD HUMINT subject matter experts to design and implement training that meets established standards.
Qualification
To qualify for this GG-13 position, you must meet the specialized experience requirement and the selective placement factor. Only applicants who meet one of the employment authority categories (e.g., current Army DCIPS employee, current Department of Army civilian) are eligible.
- Who May Apply: Current Army Defense Civilian Intelligence Personnel System (DCIPS) Employees, Current Department of Army Civilian Employees. Veterans' preference applies as per Title 5 U.S.C. Section 2108.
- Specialized Experience: At least one year of experience at the GG/GS-12 level that includes serving as an advanced HUMINT instructor and operational Intelligence Specialist, and experience in designing, developing, and implementing training and curriculum for intelligence operations.
- Selective Placement Factor: Must be a graduate of at least one Category 1 certifying HUMINT course. Submit training certificate, DD 214 reflecting course completion, or Service School Academic Evaluation Report. If classified, provide a memorandum of record with course name and dates.
- Experience must include intelligence-related research, analysis, collections, and/or operations, such as intelligence analysis/production, intelligence collection/operations, counterintelligence, or threat support.
- Knowledge required: Intelligence processes, cycle, and organizations; research tools (library holdings, photographs, statistics, graphics, maps); systems and methods for analyzing, compiling, reporting, and disseminating intelligence data; and methods of collecting and analyzing intelligence data.
- No substitution of education for experience is permitted for this position.

Role Responsibilities
Travel in and around locations across varying terrain to perform active operational intelligence gathering and intelligence operations within various operational/geographical areas that may range from neutral to hostile.
- Develop, coordinate, and implement ideas and detailed plans related to safe and secure travel to and from operational areas.
- Review and evaluate all intelligence information gathered/developed upon mission accomplishment.
- Determine what mission information is appropriate for integration into lessons-learned training and present real-world scenarios effectively.
- Participate in the design, development, and implementation of training and curriculum in accordance with established training standards and ongoing operational intelligence gathering.
- Perform detailed review and analysis of HUMINT operations lessons learned to apply to training and curriculum in coordination with the Joint Coordination Element (JCE) and management approval.
- Implement a process for gathering data and incorporating input from JCE and DoD HUMINT subject matter experts on training methods, standards, topics, and skill sets.
- Make presentations to senior DoD military and civilian visitors, other government officials, and leadership pertaining to advanced source operations training and curriculum.
- Work through leadership and with JCE to develop and implement enterprise-wide knowledge of Military Source Operations training strategy to ensure compliance with established standards.
Conditions & Requirements
Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- Must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be willing to work overtime and irregular hours.
- Must be able to obtain and maintain a valid state driver's license.
- Must be willing to work in adverse environmental conditions.
- Must execute a classified information Non-Disclosure Agreement.
- Temporary duty (TDY) travel may constitute up to 30% of time within CONUS and/or OCONUS; may require extended deployments once every 60 months.
- Two-year trial/probationary period may be required.
- Pre-employment physical is required.
