USCIS Management Directorate, Intake & Document Production is hiring a Management and Program Analyst (GS-13) to support resource management and training functions. In this role, you will develop and monitor branch plans, policies, and programs aligned with organizational goals.

You will compile statistical data, perform analyses, and provide technical recommendations to leadership. Duties include designing briefings, trainings, and workshops for internal and external stakeholders, as well as developing policy guidance for program implementation.

This position is a temporary assignment not to exceed one year, but may be extended up to five years, with possible conversion to permanent without further competition.

Qualification

To qualify at the GS-13 level, you must have one year of specialized experience equivalent to GS-12 in the federal government. This experience must include preparing detailed briefings, leading resource-focused projects, providing technical budget advice, and preparing reports for executive review. There is no educational substitution at this grade level.

  • One year of specialized experience equivalent to at least GS-12 in the federal government.
  • Experience preparing detailed briefings to advise management on solutions to problems.
  • Experience serving as lead on projects involving office resources such as budget, training, and communications.
  • Experience providing technical advice on budget execution, annual requirements, obligations, operating costs, and special projects.
  • Experience preparing reports, analyses, and studies for executive staff review of budget priorities.
  • Time-in-Grade: Current federal employees must have served 52 weeks at GS-12 or equivalent by 07/27/2026.
  • No educational substitution at GS-13 level.
  • Must be a U.S. Citizen or U.S. National.
  • Must pass a background investigation and drug screening.
  • Males born after 12/31/1959 must be registered with Selective Service.
Role Responsibilities

Develop, implement, and monitor branch functions for long- and short-range plans, policies, and programs.

  • Compile statistical data from administrative functions to perform analyses and provide recommendations.
  • Research, design, and develop briefings, trainings, workshops, and seminars for internal and external stakeholders.
  • Develop policy and guidance for planning and implementing program requirements.
  • Advise management on recommended solutions to various problems through detailed briefings.
  • Lead projects focused on office resources such as budget, training, and communications.
  • Provide technical advice on budget execution, annual budget requirements, obligations, operating costs, and special projects.
  • Prepare reports, analyses, and studies covering many program areas for executive staff review.
Conditions & Requirements

U.S. Citizenship or U.S. National required.

  • Successful background investigation including financial disclosure.
  • Pass a drug screening.
  • Political appointees may require OPM approval before onboarding.
  • Residency requirement: For three of the last five years immediately prior to applying, must have resided in the U.S., worked overseas for the U.S. Government, or been a dependent of a U.S. Federal or Military employee serving overseas.
  • May be required to serve a 1-year probationary period.
  • This position IS NOT considered essential for reporting during facility closures.
  • Telework eligible as determined by agency policy; teleworkers expected to work during dismissals/closures or request leave.
