The Acute Psychiatry 94B Nurse Manager at Central Texas VA Health Care System (CTVHCS) is the designated first-line supervisory authority responsible for the 24/7 operation of assigned psychiatric units.

This role provides coverage for other Nurse Managers as needed and functions as a clinical expert, overseeing all elements of the nursing process when providing or supervising direct patient care.

The Nurse Manager assesses, plans, implements, and evaluates delivery of care based on age-specific components, and assumes responsibility for coordinating care focused on patient education, self-management, and customer satisfaction throughout the continuum of care.

Qualification

To qualify for this Nurse Manager position (VN 00), you must meet basic education and licensure requirements, including English proficiency and graduation from an accredited nursing program. Grade determination considers education, scope, and length of nursing practice.

  • English Language Proficiency: Must be proficient in basic written and spoken English per 38 U.S.C. 7403(f).
  • Education: Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by ACEN or CCNE at the time of program completion.
  • Bridge Program: Individuals attending a master's level bridge program who have completed coursework equivalent to a bachelor's in Nursing may be appointed temporarily upon state licensure, then converted to permanent after graduation.
  • Foreign Graduates: Must possess a current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. state, territory, or the District of Columbia. Foreign education requires equivalency validation from a recognized service (e.g., International Consultants of Delaware).
  • Licensure: Current, full, active, and unrestricted registration as a graduate professional nurse.
  • GNT Exception: Candidates meeting education but lacking licensure may be appointed as a Graduate Nurse Technician on a 120-day temporary appointment while pursuing licensure (extendable up to two years).
  • Grade Determination: Nurse III requires an MSN and 2 years of specialized nursing experience (one year equivalent to Nurse II) meeting all dimension requirements, OR a doctoral degree in Nursing with one year of specialized experience equivalent to Nurse II, OR a doctoral degree in a related field with a BSN and one year of specialized experience equivalent to Nurse II.
  • Dimension Requirements: Practice, Veteran/Patient Driven Care, Leadership, Professional Development, and Evidence-Based Practice/Research are evaluated for grade assignment.
  • Grandfathering: Current VHA employees in the 0610 series performing duties as described in the qualification standard as of 1/29/2024 are considered to have met all qualification requirements for their grade.
Role Responsibilities

Serve as the designated first-line supervisory authority for assigned acute psychiatry units, ensuring 24/7 operational accountability.

  • Provide coverage for other Nurse Managers as needed across the facility.
  • Function as a clinical expert, overseeing all elements of the nursing process when providing or supervising direct patient care.
  • Assess, plan, implement, and evaluate delivery of care based on age-specific components.
  • Coordinate care focused on patient education, self-management, and customer satisfaction throughout the continuum of care.
  • Lead the cultural transformation toward the Whole Health System of Care, shifting from disease-focused to health and wellbeing approaches.
  • Integrate conventional and Complementary and Integrative Health (CIH) approaches to optimize lifelong health and well-being as defined by the Veteran.
  • Participate in interdisciplinary, complete care delivery emphasizing self-care and well-being.
