Job Description

The U.S. Coast Guard Heartland District, Prevention Division is hiring a Passenger Vessel Safety Program Specialist in New Orleans, Louisiana.

In this GS-13 role, you will coordinate activities of field units to maintain and enhance an effective passenger vessel prevention, preparedness, and response program.

You will serve as a technical expert, providing oversight and program advice to improve passenger vessel safety across the area of responsibility (AOR).

Qualification

To qualify for the GS-13 grade level, your resume must demonstrate at least one full year of specialized experience equivalent to the GS-12 level in the federal sector. Specialized experience includes tasks such as inspecting T Boats or small passenger vessels and managing passenger vessel safety programs.

  • At least one year of specialized experience equivalent to GS-12 in the federal sector.
  • Experience as a T Boat or Small Passenger Vessel Inspector.
  • Reviewing, evaluating, and advising on activities to improve passenger vessel safety programs.
  • Providing oversight, technical advice, and direction for implementing passenger vessel safety programs in an AOR.
  • Managing and executing an effective passenger vessel prevention, preparedness, and response program for U.S. domestic and foreign flagged passenger vessels.
  • Directing preparation and periodic testing of emergency response protocols and contingency plans.
  • Experience cannot be substituted by education at this grade level.
  • Must be a U.S. Citizen.
  • Must be registered or exempt from Selective Service.
  • Time-in-Grade requirement must be met by the closing date.
Role Responsibilities

Maintain an effective Passenger Vessel prevention, preparedness, and response program.

  • Provide training and policy interpretation to field units and relay concerns to headquarters.
  • Promote and maintain effective standards for passenger and crew evacuation, life saving, fire prevention, vessel construction, inspection, crew training, and vessel movement control.
  • Promote risk-based decision making within industry regarding company and vessel management, operations, and maintenance.
  • Periodically exercise contingency and emergency response strategies with local response community and stakeholders.
  • Coordinate activities of field units within the AOR to enhance passenger vessel safety.
  • Serve as a technical expert and advisor on passenger vessel safety programs.
Conditions & Requirements

A one-year probationary period may be required.

  • Must successfully pass a background investigation for a Secret clearance.
  • Must be able to obtain and maintain a valid state driver's license.
