Job Description
The Program Specialist post is based in the Physical Medicine & Rehabilitation (PM&R) Offering, under the Chief of Workforce at the Southeast Louisiana Veterans Health Care System in New Orleans, Louisiana.
The selectee serves as an advisor and analyst for training delivery, apply management, and patient flow within PM&R. This role is ideal for current permanent SLVHCS employees and CTAP eligibles who have expertise in administrative analysis, plan evaluation, and workflow improvement.
The role is full-time, permanent, and not eligible for telework or remote function.
Salary & Compensation
Salary: $74,678 - $97,087 per year.
Qualification
Existing federal employees must also encounter time-in-grade needs, having served 52 weeks at the GS-09 level. An SF-50 demonstrating time-in-grade must be handed in.
- Time-In-Grade: Present federal employees must have served 52 weeks at the GS-09 level within the past 52 weeks.
- Specialized Background: One year of specialized know-how equivalent to GS-09, such as administrative officer tasks such as creating Asset Management Committee packets, memorandums, policies, SOPs, and travel/CME/AA policy. Providing employee assistance.
- Education Substitution: A Ph.D. Or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. In a field related to this role.
- Combination: Equivalent combination of graduate education (beyond the first two years) and specialized expertise.
- Preferred Experience: Contracting Officer Representative (COR) certification and knowledge of timekeeping.
- Education must be from an accredited institution recognized by the U.S. Department of Education. Foreign education calls for a Certificate of Foreign Equivalency.

Duties & Responsibilities
- Evaluates, processes, or builds recommendations for effective organizational changes to better gather scheme demands.
- Builds indicators to offer goal evidence of the quality of procedures performed by all programs and components of the PM&R solution.
- Represents the PM&R Service at meetings requiring administrative or technical input.
- Advises management officials, supervisors, and employees on interpretation and application of human tools policies, such as staffing, classification, employee relations, and advantages.
- Creates recommendations for improvements in plan operations to boost efficiency and charge savings.
- Evaluates procedures and forms recommendations for productive organizational changes system-wide as needed.
- Responsible for making sure an up-to-date and precise inventory of non-expendable equipment through Equipment Inventory Listing reporting.
- Serves as Contracting Officer Representative (COR) for PM&R Offering, securing all obligations are completed timely.
- Runs program surveys and audits to verify compliance with policies and regulations.
