The White City VA Medical Center (part of the VA Southern Oregon Rehabilitation Center & Clinics) is hiring a Voluntary Services Specialist to manage the full scope of business for Voluntary Service.. Philanthropic Engagement.. And Partnership Solutions within the Center for Development and Civic Engagement (CDCE) office.
Reporting directly to the Chief, you will develop and implement programs, supports community outreach, and manage a clear network of internal and external stakeholders.
This role is ideal for federal employees or eligible applicants with experience in volunteer program management within a medical or hospital setting, or those with a doctoral degree in a related field.
Salary & Compensation
Salary: $74,678 - $97,087 per year.
Qualification
Current federal employees must have served 52 weeks at the GS-09 level. A current, valid state-issued driver's license is required.
- Specialized Experience: At least one full year of specialized experience equivalent to GS-09 in Federal service, directly related to managing a program of volunteers and contributing organizations within a medical or hospital setting.
- Experience must include developing and implementing a detailed marketing plan for a specialized program, managing a program service budget, and managing a donation needs list.
- Knowledge of laws and regulations governing the General Post Fund and solicitation/acceptance of donated gifts.
- Ability to apply personnel management practices for interviewing, screening, placing, and counseling volunteers.
- Education Substitution: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related.
- Combination: Equivalent combination of successfully completed graduate education (beyond a master's) and specialized experience.
- Time-in-Grade: Current or former federal employees must provide an SF-50 showing one year of time-in-grade at the GS-09 level.
- Driver's License: Must possess a current, valid state-issued driver's license (do not submit a copy with application; may be requested at interview).
- U.S. Citizenship is required.
- Selective Service Registration required for males born after 12/31/1959.
Duties & Responsibilities
- Assist in all aspects of development, coordination, and management of the CDCE Office, including independent management of specific programs.
- Develop short- and long-range plans for CDCE/Voluntary Service program goals and objectives.
- Develop and implement programs and program changes to meet facility or VA-affiliated program needs.
- Develop innovative/creative community outreach programs that provide volunteers and financial resources.
- Supports a clear network with internal and external stakeholders to support philanthropic engagement and partnership solutions.
- Manage the full scope of business for Voluntary Service, Philanthropic Engagement, and Partnership Solutions lines of business.
- Ensure compliance with relevant laws, regulations, policies, and accrediting organizations.
- Facilitate a systems-oriented approach to the Center's success by understanding federal government, VA, and VHA structures.
