Job Description

Naval Air Systems Command (NAVAIR) is hiring an Accountant to join its Accounting Department at Patuxent River, Maryland. In this role, you will perform financial analysis, accounting, audit readiness, and payment validation.

You will support pre-validation of vendor and contract payments by reviewing denied MOCAS, TFO, and TBO transactions. You will also review SF 1081 packages, prepare SF 1034 miscellaneous payments, and support Budget Execution Validation (BEV) for General Fund and Working Capital Fund activities.

Additional duties include reviewing asset-related financial reporting, managing controls testing with the NAVAIR Financial Improvement Audit Readiness (FIAR) Team, researching unmatched transactions, preparing financial adjustments, and ensuring accurate financial reporting and compliance.

Qualification

To qualify for this NH-3 Accountant position, you must meet the basic education requirements for federal accounting series and have at least one year of specialized experience equivalent to the GS-11 or NH-02 level. This experience must include working knowledge of accounting principles, NAVAIR mission and structure, preparing and analyzing accounting data, and clear communication.

  • Must be a U.S. Citizen.
  • Must meet the basic education requirements for the accounting series as defined by OPM: a bachelor's degree with a major in accounting or a related field with 24 semester hours in accounting, or a combination of education and experience.
  • At least one year of specialized experience equivalent to GS-11 or NH-02 in the federal service or equivalent in the private/public sector.
  • Specialized experience includes: working knowledge of accounting principles and methodology to perform as a team member in a large-scale accounting function.
  • Knowledge of NAVAIR's mission, organizational structure, business processes, and lines of authority.
  • Experience preparing, analyzing, interpreting, and presenting accounting data; analyzing financial execution data to resolve variances.
  • Ability to communicate clearly orally and in writing to provide information and guidance to management or customers.
  • Experience with financial analysis, audit readiness, payment validation, and internal controls.
  • Experience with MOCAS, TFO, TBO transactions, SF 1081, SF 1034, and Budget Execution Validation (BEV) is desirable.
  • Time-in-grade requirements must be met by the closing date.
Role Responsibilities

Perform financial analysis, accounting, audit readiness, and payment validation.

  • Support pre-validation of vendor and contract payments by reviewing denied MOCAS, TFO, and TBO transactions.
  • Review SF 1081 packages and prepare SF 1034 miscellaneous payments.
  • Support Budget Execution Validation (BEV) for General Fund and Working Capital Fund activities.
  • Review and analyze asset-related financial reporting, processes, documentation, and data.
  • Manage controls testing and substantive testing with the NAVAIR Financial Improvement Audit Readiness (FIAR) Team.
  • Communicate with internal and external customers and stakeholders.
  • Research unmatched transactions, prepare financial adjustments, and support internal controls.
  • Process invoices and receipts; maintain records; coordinate with reconciliation teams; prepare pre-validation packages.
  • Develop process flows and memorandums; ensure internal controls mitigate financial statement risks and support audit readiness.
