Job Description

Naval Air Systems Command (NAVAIR) is hiring an Accountant to join its Accounting Department at Patuxent River, Maryland. In this role, you’ll perform financial analysis, accounting, audit readiness, and payment validation.

You’ll back pre-validation of vendor and contract payments by reviewing denied MOCAS, TFO, and TBO transactions. You’ll also examine SF 1081 packages, get ready SF 1034 miscellaneous payments, and support Budget Execution Validation (BEV) for General Fund and Functioning Capital Fund activities.

Additional function in this role includes reviewing asset-related financial reporting, managing controls testing with the NAVAIR Financial Improvement Audit Readiness (FIAR) Crew, researching unmatched transactions, preparing financial adjustments, and making sure exact financial reporting and compliance.

This role is ideal for experienced federal accountants who want to contribute to the financial integrity of naval aviation programs.

Salary & Compensation

Salary: $102,415 - $158,322 per year.

Qualification

To qualify for this NH-3 Accountant post, you must gather the core education needs for federal accounting series and have at least one year of specialized expertise equivalent to the GS-11 or NH-02 level.

This know-how must cover operating understanding of accounting principles, NAVAIR mission and setup, getting ready and analyzing accounting records, and evident communication.

• Must be a U.S. Citizen.
• Must meet the fundamental education conditions for the accounting series as defined by OPM: a bachelor's degree with a primary in accounting or a related field with 24 semester hours in accounting, or a combination of education and experience.
• At least one year of specialized background equivalent to GS-11 or NH-02 in the federal solution or equivalent in the personal/public sector.
• Specialized experience includes: working expertise of accounting principles and methodology to perform as a team participant in a large-scale accounting function.
• Insight of NAVAIR's mission, organizational layout, firm procedures, and lines of authority.
• Expertise getting ready, analyzing, interpreting, and presenting accounting figures; analyzing financial execution information to resolve variances.
• Aptitude to communicate clearly orally and in writing to provide data and guidance to management or customers.
• Know-how with financial analysis, audit readiness, payment validation, and internal controls.
• Background with MOCAS, TFO, TBO transactions, SF 1081, SF 1034, and Budget Execution Validation (BEV) is desirable.
• Time-in-grade needs must be met by the closing date.

Duties & Responsibilities

• Perform financial analysis, accounting, audit readiness, and payment validation.
• Assist pre-validation of vendor and contract payments by reviewing denied MOCAS, TFO, and TBO transactions.
• Evaluate SF 1081 packages and arrange SF 1034 miscellaneous payments.
• Aid Budget Execution Validation (BEV) for General Fund and Working Capital Fund activities.
• Assess and analyze asset-related financial reporting, processes, documentation, and records.
• Oversee controls testing and substantive testing with the NAVAIR Financial Improvement Audit Readiness (FIAR) Team.
• Communicate with internal and external buyers and stakeholders.
• Research unmatched transactions, get ready financial adjustments, and support internal controls.
• Routine invoices and receipts; keep up records; organize with reconciliation teams; arrange pre-validation packages.
• Grow procedure flows and memorandums; confirm internal controls mitigate financial statement hazards and back audit readiness.
