The Willamette Valley National Wildlife Refuge Complex is hiring an Administrative Officer to join its management team in Corvallis, Oregon.

This full-time, permanent GS-9 position is the primary financial advisor for the complex, responsible for budget analysis, financial controls, and human resources support. You will analyze historical and current financial data, prepare budget estimates and justifications, monitor fund status, and reconcile expenditures.

You will also advise supervisors and employees on HR regulations, process personnel actions, and coordinate training information.

Qualification

To qualify for this GS-9 Administrative Officer position.. You must meet one of the following: one year of specialized experience equivalent to GS-7.. A master's degree or two years of graduate education in a related field.. Or a combination.

  • Specialized Experience: One year of specialized experience equivalent to GS-7 in the federal service, including monitoring fund status, tracking expenditures, reconciling budget reports, processing fiscal documents (purchase orders, travel vouchers), using Excel and financial databases, and responding to administrative requests.
  • Education: A master's or equivalent graduate degree, or two full years of progressively higher-level graduate education in a related field such as Business Administration or Public Administration, or a J.D. or LL.B. if related.
  • Combination: A combination of specialized experience and graduate education beyond the first year that equals 100% when combined.
  • Time-in-Grade: Current or former federal employees must meet time-in-grade requirements.
  • Resume must state full-time (40 hours/week) or part-time hours for each position to receive credit.
  • Volunteer experience, including Peace Corps and AmeriCorps, is credited.
  • All qualifications must be met by the closing date of July 29, 2026.
  • U.S. citizenship is required.
Role Responsibilities

Serve as the primary financial advisor, analyzing and managing accounting and control systems to maintain proper financial balances.

  • Distribute resources to all activities within planned limitations and ensure maximum benefit from resources.
  • Analyze historical budget and financial data, as well as new or changing program plans, to develop budget estimates and justifications for current, budget, and out-year planning.
  • Identify actual or potential funding problems, fiscal trends, and program deficiencies; analyze conditions and recommend adjustments.
  • Provide advice and guidance to supervisors and employees on HR regulations, policies, and procedures.
  • Prepare personnel forms and documents; ensure electronic personnel action requests are submitted accurately and on time.
  • Monitor the status of personnel requests through completion.
  • Circulate information about training courses, dates, and other pertinent information.
