Job Description

The National Human Genome Research Institute (NHGRI), part of the National Institutes of Health, is hiring an Administrative Officer to serve as the principal advisor on administrative management matters.

This role is based at 6701 Rockledge Drive in Montgomery County, Maryland, and supports complex programs and operations within the institute.

Qualification

To qualify for the Administrative Officer position at GS-11, you need a Ph.D. Or equivalent doctoral degree, or three years of progressively higher-level graduate education, or one year of specialized experience equivalent to GS-09. For GS-12, one year of specialized experience at GS-11 is required; for GS-13, one year at GS-12.

  • GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related.
  • GS-11: 1 year of specialized experience equivalent to GS-09, including participating in budget preparation and execution, reconciling monthly expenditures, drafting specifications for contracts, and assisting with general administration (time and attendance, HR, facilities, property, space/logistics, safety/security).
  • GS-11: A combination of post-baccalaureate education and experience that meets 100% of the requirements.
  • GS-12: 1 year of specialized experience equivalent to GS-11, including preparing, executing, and monitoring budgets; analyzing financial information; developing acquisition plans and cost estimates; monitoring contract performance; verifying property distribution; and advising on staffing and recruitment.
  • GS-13: 1 year of specialized experience equivalent to GS-12, including planning and monitoring budgets with multiple funding sources, performing contract administration, serving as approving official for requisitions, advising on HR areas, and developing administrative policies and procedures.
  • Experience can be gained in religious, civic, welfare, service, or organizational activities, paid or unpaid.
  • Education must be from an accredited institution recognized by the U.S. Department of Education.
  • All qualification requirements must be met within 30 calendar days of the closing date.
Role Responsibilities

Serve as principal advisor on all administrative management matters for programs and operations.

  • Develop and advise on administrative requirements for a complex organization.
  • Participate in developing and implementing administrative management policies.
  • Define goals for major program issues and recommend courses of action.
  • Plan, develop, formulate, prepare, execute, monitor, and forecast organizational budgets.
  • Advise program managers on budgetary concerns such as projected shortfalls or unanticipated financial needs.
  • Analyze financial and budget control statements to advise management on fund status.
  • Assist in reviewing budgets for each object class, appropriate allotments, and use of allocated funds.
  • Draft specifications and statements of work for service contracts and equipment leases.
  • Conduct negotiations with vendors for contracts and leases.
