Job Description
The Budget Director provides executive leadership and direction for the U.S. Nuclear Regulatory Commission's Planning, Budgeting, and Performance Management (PBPM) Process. You will serve as the principal advisor to agency leadership on strategic planning, budget, performance management, and resource allocation.
This role is located in the Office of the Chief Financial Officer, Division of Planning and Budget in Rockville, MD.
You will provide independent analyses of policy, program, and resource issues to support executive decision-making and ensure effective integration of strategic planning, budget formulation, performance management, and resource planning across the agency.
Qualification
To qualify for this SES Budget Director position, you must demonstrate progressively responsible leadership experience at the senior executive level, typically gained at or above the GS-15 grade level in federal service or equivalent. Specialized experience includes broad knowledge of scientific and engineering disciplines to assess nuclear reactor safety and security issues.
- Specialized experience: broad knowledge and understanding of scientific and engineering disciplines sufficient to assess significant reactor safety and security issues and vulnerabilities associated with the design, licensing, construction and operation of nuclear reactor facilities.
- Progressively responsible leadership experience indicative of senior executive level managerial capability, directly related to the Professional/Technical Qualifications and Executive Core Qualifications.
- Experience typically gained at or above the equivalent of the GS-15 grade level in Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.
- Demonstrated knowledge of Federal multi-year budget planning, formulation, execution, financial analysis, and the Congressional budget process, including presenting and defending budgets before Agency leadership, OMB, and Congress (PTQ 1).
- Demonstrated ability to lead diverse budget, financial, and program analysts while managing Federal budget and financial processes and collaborating with Agency leadership, OMB, Congressional staff, and other stakeholders (PTQ 2).
- Extensive experience analyzing complex issues; developing and overseeing budget and fee policies, practices, and systems; and communicating objective analyses, recommendations, and results to Agency leadership, OMB, Congress, and other stakeholders (PTQ 3).

Role Responsibilities

- Provide independent analyses of policy, program, and resource issues to support executive decision-making.
- Ensure effective integration of strategic planning, budget formulation, performance management, and resource planning across the agency.
- Provide policy oversight and direction for the development, implementation, and execution of the agency's budget.
- Establish and maintain policies, procedures, and systems for budget formulation, funds control, and resource management.
- Oversee the agency's administrative control of funds; approve and issue budget allowances and financial plans.
- Direct the development and administration of the NRC's authorization and appropriation legislation.
- Coordinate with program offices, OMB, congressional committees, and other stakeholders to support the agency's mission and ensure sound stewardship.
