Job Description
The City of Portland's Utility Management and Compliance Division is hiring a Code Specialist II for the Right of Way Compliance Program.
In this role, you will receive and prioritize reports from the public, conduct field inspections of work sites, and identify violations of city codes and permit conditions.
Your work ensures safe, efficient, and equitable mobility for all users of the public right-of-way by overseeing restoration of PBOT assets and managing utility infrastructure.
Qualification
To qualify for the Code Specialist II
- Right of Way Compliance position, you must meet the minimum qualifications established by the City of Portland. The role requires experience in code enforcement, inspection, or a related field, with a focus on right-of-way or utility compliance.
- Experience in code enforcement, inspection, or regulatory compliance, preferably in a municipal or public works setting.
- Knowledge of city codes, permit conditions, and regulations governing the public right-of-way.
- Ability to conduct field inspections, identify violations, and document findings accurately.
- Strong customer service skills to interact with the public, contractors, and other stakeholders.
- Proficiency in using computer systems for data entry, reporting, and case management.
- Valid driver's license and ability to travel to various work sites within the city.
- Effective written and verbal communication skills for preparing reports and explaining code requirements.
Role Responsibilities
Receive and prioritize reports from the public regarding right-of-way issues.
- Conduct field inspections of work sites to ensure compliance with city codes and permit conditions.
- Identify and document violations, and issue notices or citations as necessary.
- Provide excellent customer service by answering questions and explaining code requirements to the public and contractors.
- Collaborate with other city divisions and agencies to resolve compliance issues.
- Maintain accurate records of inspections, violations, and enforcement actions.
- Assist in the development and implementation of compliance programs and procedures.
- Participate in training and professional development to stay current with code changes and proven methods.
Conditions & Requirements
Full-time work schedule: Monday
- Friday, 8:00 am-5:00 pm; alternate schedule may be available.
- Work location: 1120 SW 5th Ave, Portland, OR 97204.
