Qualification

This position is open to US citizens under Direct Hire Authority. You must meet specialized experience requirements at the GS-11 or GS-12 level. Education cannot be substituted for experience.

Role Responsibilities

Review plans and specifications to ensure team members are familiar with job requirements.

  • Oversee and verify preparation of sketches and estimates for required changes.
  • Liaise between team members and contractors to coordinate work, resolve controversial problems, and conflicting interests.
  • Monitor accurate, timely reporting of construction site concerns such as progress, delays, claims, accidents, and injuries to document adherence to schedules and budget constraints.
  • Confer with contractors on work schedules, submission of shop drawings, materials, and certification for testing and approval.
  • Direct and coordinate field staff and contractors/subcontractors to ensure adherence to policies and schedules.
  • Control quality of construction and gather data for estimates, change orders, and progress reports.
  • Ensure safety compliance on construction sites.
Conditions & Requirements

Appointment subject to suitability or fitness determination via background investigation.

  • One-year probationary period unless previously met requirements per 5 CFR Part 11.
  • Must possess or obtain and maintain a valid state Driver's License in one of the 50 US states or possessions.
  • Project assignments may vary location from the Area Office, requiring a change of station move through Management Directed Reassignment.
  • Direct Deposit of Pay is required.
  • Selection subject to restrictions from Department of Defense referral system for displaced employees.
  • This is a developmental position to GS-12; promotion to full performance level is not guaranteed and requires meeting time-in-grade restrictions and performance criteria.
