The U.S. Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of Human Resources (OHR) is seeking a Deputy Director Human Resources (Strategy and Administration).

This Senior Executive Service (SES) position is based in Washington, DC, and offers a salary range of $151,661 to $228,000 per year. As Deputy Director, you will assist the Director in planning, directing, and overseeing the human resources program for the entire DOL.

You will advise senior HR staff and DOL agencies on all facets of human resources management to maximize employee efficiency and productivity.

Qualification

To meet the minimum qualification requirements for this SES position, you must demonstrate possession of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) within your resume, which must not exceed 2 pages.   • U.S. citizenship is required.
  • Must meet the five Executive Core Qualifications (ECQs): Commitment to the Rule of Law and the Principles of the American Founding, Driving Efficiency, Merit and Competence, Leading People, and Achieving Results.
  • Must demonstrate executive-level experience leading and overseeing a complete human capital program for a large, complex organization (TQ 1).
  • Must demonstrate executive experience leading enterprise transformation and operational excellence initiatives to improve human capital service delivery and organizational performance (TQ 2).
  • Candidates must have experience at a major management level, normally equivalent to the GS-15 level in the federal service.
  • Candidates must be committed to improving the efficiency of the Federal government, passionate about the ideals of the American republic, and committed to upholding the rule of law and the United States Constitution.
  • There is no positive education requirement for this position.
  • If you are a current or former SES member or an OPM-approved SES Candidate Development Program graduate, you may be eligible for noncompetitive appointment and do not need to respond to the ECQs; attach proof of eligibility.
Role Responsibilities

Assist the Director with planning, direction, and oversight of the human resources program for DOL.

  • Advise the Director and senior HR staff on all facets of human resources management.
  • Provide advice to DOL agencies to maximize the efficiency and productivity of DOL's employees.
  • Lead long-range strategic workforce planning initiatives and assess emerging workforce trends, risks, and strategic opportunities.
  • Lead enterprise transformation initiatives to modernize human capital operations and improve organizational effectiveness.
  • Provide executive leadership on workforce optimization and organizational effectiveness.
  • Promote innovation through automation and data analytics.
  • Provide administrative and broad technical guidance to senior HR managers of various functional areas in OHR.
Conditions & Requirements

Must be a U.S. citizen.

  • Must meet Executive Core Qualifications (ECQs).
  • Must complete one-year SES probationary period if not previously covered.
  • Must complete a Declaration for Federal Employment to determine suitability.
  • Appointment may require a background investigation and may require obtaining and maintaining an interim and/or final security clearance.
  • If selected, must receive approval from OPM's Qualifications Review Board (QRB) for appointment to the SES.
  • Males born after December 31, 1959 must certify registration with the Selective Service System or be exempt.
  • Must file a Confidential Financial Disclosure Report (OGE-278e) within 30 days of appointment and annually thereafter.
  • Organizational and geographical mobility may be required for SES leaders.
