The Director of the Office of Shared Solutions and Performance Improvement (OSSPI) serves as the senior advisor to the Office of Governmentwide Policy's (OGP) Associate Administrator and Principal Duty Associate Administrator.
Located at 1800 F Street, NW, Washington, DC, this position coordinates government-wide activities in shared services and other programs. The role manages the online centralized performance reporting portal, the White House Leadership Development Program, and the shared services governance ecosystem.
You will oversee collaborations with OMB and federal agencies to execute activities for Executive Councils, manage a portfolio of major investment projects, and negotiate interagency agreements.
This position is full-time, in-office with rare situational telework, and is open to current federal employees, veterans, military spouses, individuals with disabilities, and other eligible hiring paths.
Salary & Compensation
Salary: $169,279 per year.
Qualification
To qualify for this GS-15 Director position, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience includes cultivating partnerships, developing interagency policies, coordinating cross-agency activities, leading program evaluations, and managing funding or staffing plans.

- Experience cultivating partnerships with stakeholders internal and external to an organization to ensure collaboration with program objectives.
- Experience developing interagency policies and/or initiatives to ensure compliance with laws, regulations, and executive orders.
- Experience coordinating cross-agency activities and/or partnerships that advance shared program goals and/or address shared challenges.
- Experience leading teams in evaluating programs for process improvement and alignment with organizational goals.
- Experience managing funding and/or staffing plans to execute program requirements.

Duties & Responsibilities
- Serve as the Director of OSSPI, ensuring efficiency, effectiveness, and high-quality performance objectives are achieved in support of OGP's mission and OMB direction.
- Assure that office goals, objectives, policies, programs, activities, and initiatives are executed in coordination with senior agency officials and comply with laws, executive orders, and regulations.
- Oversee collaborations with OMB and federal agencies to execute various activities for the Executive Councils.
- Manage the online centralized performance reporting portal and the White House Leadership Development Program.
- Coordinate the shared services governance ecosystem, including program management supporting OMB's shared-services policy implementation to improve performance, customer experience, and operational costs.
- Manage a portfolio of major investment projects, negotiating interagency agreements and ensuring alignment with organizational goals.
- Lead cross-agency initiatives that advance shared program goals and address shared challenges.
- Evaluate programs for process improvement and alignment with organizational goals.

How You Will Be Evaluated
- A panel of Subject Matter Experts (SMEs) will review resumes and assign a score for each of five required KSAs based on experience documented in the resume and narrative responses.
- The five KSAs are: (1) Skill in applying quantitative and qualitative methods for program assessment and improvement; (2) Knowledge of management techniques to direct organizational programs; (3) Skill in developing strategic plans aligned with mission; (4) Ability to collaborate with stakeholders to develop cross-agency policies; (5) Ability to provide strategic leadership and align resources.
