Job Description

The Environmental Protection Specialist position with Commander, Navy Installations Command at NB Coronado is based on San Clemente Island, California. You will coordinate with the Officer-in-Charge to develop and implement environmental policy and procedure for SCI Command, Tenant, and User activities.

Qualification

To qualify for this GS-11 Environmental Protection Specialist position, your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level in federal service or equivalent in the private/public sector. Specialized experience must include environmental compliance media management, knowledge of environmental laws and permit requirements, and problem-solving using established policies.

  • At least one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector.
  • Experience in environmental compliance media management.
  • Knowledge of environmental protection laws, regulations, licensing/permit requirements, and precedent decisions governing environmental operations.
  • Ability to solve problems using established policies.
  • In lieu of specialized experience, a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related.
  • A combination of graduate education and experience may also qualify.
  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.
  • Males born after 12-31-59 must be registered for Selective Service.
Role Responsibilities

Regularly coordinate with the Officer-in-Charge to develop and implement policy and procedure for resolving real or potential conflicts between SCI Command, Tenant, and/or User activities and contracted CNIC/CR programs.

  • Develop, implement, review, and revise policy and procedure for logistic support of contracted natural and cultural resource programs.
  • Coordinate with Southern California Offshore Range (SCORE) schedulers routinely to facilitate access to ranges, operational training areas, and other secured areas.
  • Develop inspection criteria and routinely inspect buildings and structures and associated utility delivery or discharge components.
  • Maintain vigilance for unsafe, unhealthy, and/or real or potential out-of-compliance situations associated with the entire scope of command environmental responsibilities.
  • Travel from normal duty station to CONUS and OCONUS, including remote or isolated sites, and travel on military and commercial aircraft for extended periods.
  • Be away from home routinely at least three to four nights each week due to location at SCI.
  • Limited weekend work (2-3 times per year) will be required.
Conditions & Requirements

  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.

  • Must complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
