You will serve as the Facility and Plant Planning Section Lead in the Facility & Plant Maintenance Division, Facility & Infrastructure Management Department at Fleet Readiness Center East (FRC East) in Cherry Point, North Carolina.

In this role, you will coordinate and manage your team on all equipment, facilities, and infrastructure projects and programs within your assigned area.

You will lead technical personnel including architects, engineers, and technicians, serving as the resident expert to provide technical guidance on functional area processes.

Qualification

To qualify for this GS-13 position.. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private or public sector. This experience must include leading technical personnel in equipment, facilities, or industrial plant projects, and applying project management principles.

  • At least one year of specialized experience equivalent to GS-12 in the Federal service or equivalent private/public sector experience.
  • Experience leading and coordinating technical personnel (architects, engineers, technicians, artisans) in executing equipment, facilities, infrastructure, or industrial plant projects.
  • Knowledge of project and program management principles related to planning, funding, design, integration, installation, and sustainment of equipment, utilities, facilities, and infrastructure systems.
  • Ability to assign, balance, and monitor team workload; evaluate work quality and progress; provide technical guidance; and ensure timely completion of projects aligned with organizational priorities.
  • Ability to communicate effectively with leadership, customers, and cross-functional stakeholders, including briefing management, building collaborative relationships, and representing team objectives in meetings and decision-making forums.
  • Must be a U.S. Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Current federal employees must meet time-in-grade requirements (one year at the next lower grade level) by the closing date.
Role Responsibilities

  • Lead technical personnel (architects, engineers, technicians, artisans) and serve as the resident expert providing technical guidance on functional area processes.
  • Manage workload by identifying, distributing, and balancing work among team members.
  • Monitor work progress, review methods, procedures, deadlines, and quality of work accomplished, and provide technical guidance as needed.
  • Represent team consensus in meetings and dealings with other team leaders, program officials, customers, and branch heads on issues impacting team objectives and tasks.
  • Ensure timely completion of projects in alignment with organizational priorities.
  • Communicate effectively with leadership, customers, and cross-functional stakeholders, including briefing management and building collaborative relationships.

  • Must obtain and maintain an interim and/or final security clearance prior to entrance on duty.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA); certification in the Acquisition Functional Area is required within established timeframes.
  • May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites, and travel on military and commercial aircraft for extended periods.
  • Telework eligible as determined by agency policy.
