Job Description

The City of Escondido is seeking a Field Engineering Inspector I/II to join the Development Services Department/Engineering Services team.

In this role, you will inspect construction of public works projects—both public and private funded improvements—including grading, street improvements, storm drains, underground utility systems, and irrigation systems.

This position is ideal for someone with a background in civil engineering inspection who wants to contribute to top-quality municipal services in North County. The role offers two levels: Field Engineering Inspector I (entry-level, more routine inspections) and Field Engineering Inspector II (full journey-level with greater independence).

You will work under general supervision (Inspector I) or direction (Inspector II) to ensure projects meet city standards and specifications.

Salary: $75,168 - $111,189 per year.

Qualification

This position requires a combination of education and experience in civil engineering inspection. For Field Engineering Inspector I, entry-level qualifications apply; for Inspector II, additional experience is needed.   • Education: Equivalent to a high school diploma or GED; additional coursework in civil engineering, construction management, or a related field is desirable.
  • Experience: For Inspector I, one year of experience in construction inspection or related civil engineering work. For Inspector II, three years of increasingly responsible experience in construction inspection of public works projects.
  • Certification: Possession of a valid California Class C driver's license at time of appointment.
  • Knowledge of: Principles and practices of public works construction inspection; materials, methods, and equipment used in grading, paving, concrete, storm drains, and utility systems.
  • Skill in: Reading and interpreting engineering plans, specifications, and contract documents; using inspection tools and equipment; preparing accurate reports and maintaining records.
  • Ability to: Establish and maintain effective working relationships with contractors, engineers, and the public; work in field conditions including uneven terrain and inclement weather.
  • Physical ability: Perform field inspections requiring walking, climbing, bending, and lifting up to 50 pounds.

Duties & Responsibilities

  • Inspect construction of public works projects to ensure compliance with approved plans, specifications, and standards.
  • Monitor grading, street improvements, storm drain installation, underground utility systems, and irrigation systems.
  • Document inspection findings, prepare daily reports, and maintain project records.
  • Coordinate with contractors, engineers, and city staff to resolve construction issues.
  • Enforce safety regulations and ensure proper traffic control during construction.
  • Perform material testing and sampling as required (e.g., concrete, asphalt, soils).
  • Review and interpret engineering plans, specifications, and contract documents.
  • Assist in the preparation of as-built drawings and project closeout documentation.
