The United States Attorney's Office for the Eastern District of Virginia is hiring a Financial Litigation Technician to join its Norfolk team.
In this role, you will handle the full cycle of debt collection for criminal and civil judgments, from analyzing debtor financial information to negotiating payment schedules and enforcing court-ordered restitution.
This position suits applicants with experience in debt identification and collection support, or those with four years of post-high school education.
Qualification
To qualify for the GS-5 Financial Litigation Technician position, you must have at least one year of specialized experience equivalent to GS-4, or four years of education above high school, or a combination. Specialized experience includes debt collection support using automated systems and communicating with debtors.

- At least one year of specialized experience equivalent to GS-4 level, OR four years of education above high school, OR a combination.
- Specialized experience: using automated systems to initiate debt collection documents, track debtor accounts, communicate with debtors about payment options, and produce written documents with proper format and grammar.
- Education: completion of four years of post-high school education from an accredited business, secretarial, technical school, junior college, college, or university.
- Combining experience and education: only education beyond the first 60 semester hours (beyond second year) is creditable; 30 semester hours beyond second year equals 6 months of specialized experience.
- Typing speed of at least 40 words per minute with three or fewer errors on a 5-minute sample (typing test may be required).
- All academic degrees must be from an accredited institution recognized by the U.S. Department of Education.
- Foreign education must be evaluated for equivalency by a credentialing agency; documentation must be in English or include translation.
- Must meet all qualification requirements by the closing date of the announcement.
Role Responsibilities
Obtain and analyze financial information on debtors to determine present and future ability to pay.
- Initiate contact with debtors to negotiate written payment schedules for successful debt collection.
- Conduct skip-tracing activities to locate debtors, using discretion to determine techniques and follow-up.
- Review and reconcile computerized debt collection printouts with office collection records.
- Determine appropriateness and cost-effectiveness of pursuing obligations through suit or post-judgment enforcement.
- Interpret and enforce judgments in criminal cases, independently performing all collection functions.
- Communicate with debtors to present options for debt payments and answer questions.
- Produce a variety of written documents and materials using office software, ensuring proper format, spelling, punctuation, capitalization, and grammar.

Can I substitute education for the specialized experience requirement for the GS-5 Financial Litigation Technician position?
Yes. You may qualify with four years of education above high school level from an accredited business, secretarial, technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
