The Naval Air Systems Command (NAVAIR) is hiring a Financial Management Analyst to join its headquarters team at Patuxent River, Maryland.

Qualification

To qualify for this NH-3 Financial Management Analyst position.. Your resume must demonstrate at least one year of specialized experience equivalent to the NH-02 pay band in federal service or comparable experience in the private or public sector. Specialized experience must include mastering budgeting/financing principles, developing financial policies, interpreting Congressional legislation, analyzing financial execution data, and communicating clearly with management.

  • Mastering concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
  • Developing, recommending, and implementing budgetary/financial policies.
  • Interpreting, assessing, and projecting the potential impact of new or revised Congressional legislation.
  • Analyzing, reviewing, and interpreting financial execution data and resolving variances.
  • Communicating clearly both orally and in writing to provide information and guidance to management or customers at all levels.
  • Experience may be gained through paid or unpaid work, including volunteer service through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Role Responsibilities

Responsible for the overall financial administration of several major programs and functions.

  • Provide technical guidance and training to junior team personnel.
  • Develop, prepare, or review budget data and/or make presentations of budget or apportionment requests to higher executive authority.
  • Review and approve all documents requesting obligation or commitment of funds for conformance with approved program plans, regulations, laws, and submission instructions.
  • Coordinate and assist in the development of program requirements with cognizant project managers, Assistant Commanders, and the staff of the Chief of Naval Operations.
  • Interpret, assess, and project the potential impact of new or revised Congressional legislation on financial operations.
  • Analyze, review, and interpret financial execution data and resolve variances.
  • Develop, recommend, and implement budgetary/financial policies.
Conditions & Requirements

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned, along with Continuous Learning (CL) points, is required within established timeframes.
  • This is a Financial Management Level II certified position per NDAA 2012, Section 1599d. Must achieve this level within prescribed timelines.
  • May require travel from normal duty station to CONUS and OCONUS, including remote or isolated sites. Must be able to travel on military and commercial aircraft for extended periods.
