Job Description
You will serve as a Financial Management Analyst in the Commander Joint Region Marianas of COMMANDER NAVY REGION MARIANAS, located on Nimitz Hill, Guam.
In this role, you will perform or advise on work in any of the phases or systems of budget administration, including formulation of budget and cost estimates to support plans, programs, and activities.
You will present and defend budget estimates, review and evaluate budget requests, and control and report obligations and expenditures.
Additionally, you will develop, determine, and interpret budget policies and practices, and analyze and recommend costs and benefits of alternative methods of financial management for the organization's programs and administrative operations.
This position is ideal for experienced federal budget analysts who are comfortable working in an overseas environment and can apply financial policies and principles to manage funding effectively.
Salary & Compensation
Salary: $74,678 - $97,087 per year.
Qualification
To qualify for this GS-11 Financial Management Analyst position.. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-09 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must include the following six competencies.
- Providing excellent customer service to both internal and external customers in areas of finance and budget.
- Effectively executing written communication to mid and higher level points of contact in areas of finance and budget.
- Using financial systems to monitor, manage, and execute budgets for operational requirements.
- Identifying problems and errors and providing detailed solutions to resolve the issues.
- Searching, referencing, and applying financial policies and principles to manage and execute funding.
- Comparing, researching, and analyzing financial data to reconcile discrepancies and/or erroneous patterns.
- Education substitution: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related, may substitute for the specialized experience. Transcripts must be submitted if qualifying based on education.
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Review and evaluate budget requests, and control and report obligations and expenditures.
- Develop, determine, and interpret budget policies and practices.
- Analyze and recommend costs and benefits of alternative methods of financial management for the organization's programs and administrative operations.
- Monitor and manage budgets using financial systems to ensure operational requirements are met.
- Reconcile financial discrepancies and identify erroneous patterns through data analysis.
Conditions & Requirements
- New employees to the Department of the Navy must successfully pass the E-Verify employment verification check.
- This is an overseas position; must satisfy overseas requirements of DODI 1400.25 V1230.
- May be required to travel on military and commercial aircraft for extended periods, including to remote or isolated sites.
- If eligible for permanent change of station, must sign a transportation agreement establishing a 12-month government service requirement.
- Must be able to obtain and maintain a U.S. Passport; may be required to obtain a visa.
- Must sign the Statement of Understanding for Overseas Employment.
