Job Description

The Bureau of Prisons is hiring a Health System Administrator (Health Services Administrator) at FCI Williamsburg in Salters, South Carolina.

In this role, you will manage and direct the administrative activities of a multi-disciplinary team of health care professionals responsible for medical, dental, and allied health services for the inmate population.

You will collaborate with the Clinical Director to oversee patient care, including inpatient and outpatient services, routine health maintenance, emergency care, and chronic care for inmates with long-term illnesses.

As a cost center manager, you will prepare estimates and administer an annual budget, and manage a procurement system to ensure adequate levels of medical, surgical, dental, and pharmaceutical supplies.

You will develop and coordinate internal review systems to assure compliance with standards of the American Correctional Association (ACA) and the Joint Commission on Accreditation of Health Organizations (JCAHO).. As well as other regulatory groups and higher agency authorities.

Salary & Compensation

Salary: $74,678 - $116,362 per year.

Qualification

To qualify for this GS-11/12 Health System Administrator position, you must meet basic requirements and specialized experience or education. Basic requirements include a major study in hospital administration, public health administration, or related fields, or progressively responsible experience in health care management.

  • Basic Requirements: Education: Undergraduate or Graduate degree with major study in hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration.
  • OR Specialized Experience: Progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field, performed in an operating health care facility or higher organizational echelon with advisory or directional authority.
  • Experience must include knowledge of missions, organizations, programs, and requirements of health care delivery systems; regulations and standards of regulatory and credentialing groups; and government-wide, agency, and facility systems in budget, personnel, and procurement.
  • Management ability to delegate authority, evaluate and oversee people and programs, and adapt to changing priorities.
  • Knowledge of interrelationships and interdependencies among medical and administrative services and programs.
  • GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. if related. Major study must be in hospital administration, public health administration, or related fields.
  • GS-12: No substitution of education for specialized experience.
  • GS-11 and GS-12: At least one year of specialized experience equivalent to the next lower grade level. Examples for GS-11 include providing oversight of a multi-disciplinary health care team, participating in developing and monitoring administrative and clinical policies, knowledge of JCAHO, ACA, or quality review standards, and assisting with coordination of purchases or contracts for supplies and equipment.
  • GS-12: Experience demonstrating knowledge of JCAHO, ACA, OSHA, and program/operational review guidelines; supervising full range of medical administrative services including fiscal, personnel, supply, medical records, and hospital housekeeping; participating in developing and monitoring policies; and coordinating purchases or contracts for supplies, equipment, specialty care, or ancillary services.
  • Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may substitute for qualifying experience if it included a formal individualized training plan conducted in an operating health care system.

Duties & Responsibilities

  • Manage and direct the administrative activities of a multi-disciplinary team of health care professionals providing medical, dental, and allied health services.
  • Collaborate with the Clinical Director to oversee the provision of patient care to the inmate population, including inpatient and outpatient care, routine health maintenance, emergency services, and chronic care.
  • Serve as a cost center manager to prepare estimates and administer an annual budget.
  • Manage a procurement system to provide adequate levels of medical, surgical, dental, and pharmaceutical supplies.
  • Develop and coordinate internal review systems to assure compliance with ACA, JCAHO, and other regulatory standards.
  • Implement the agency's re-entry initiatives, including timely Inmate Skills Assessment data entry at admission and evaluation.
  • Ensure compliance with federal, state, and local government regulations related to health care delivery.
  • Supervise and develop subordinate staff, delegating authority and evaluating performance.
  • Communicate effectively in writing and orally with physicians, superiors, peers, and others.
  • Coordinate purchases and contracts for supplies, equipment, specialty care, or ancillary services and maintain par inventory levels.

  • This is a permanent, full-time position with no telework eligibility.
