Healthcare Engineer - Martinsburg, WV

To qualify for this GS-12 Healthcare Engineer position, you must meet the basic education or licensure requirements and have one year of specialized experience equivalent to GS-11. Applicants pending completion of educational or certification requirements may be referred but cannot be hired until all requirements are met.

• United States Citizenship required; non-citizens may be appointed only when qualified citizens cannot be recruited.
• Bachelor's degree or higher in Engineering or Architecture from an ABET-accredited program (EAC) or NCARB-accredited curriculum. Acceptable degrees include Electrical, Mechanical, Biomedical, Civil Engineering, Architecture, and Architectural Engineering.
• OR evidence of passing the Fundamentals of Engineering (FE) Examination with a bachelor's degree (e.g., Engineer-in-Training certificate).
• OR current professional registration or licensure as a Professional Engineer (PE) or Architect.
• Proficiency in spoken and written English as required by 38 U.S.C. § 7403(f).
• One year of specialized experience equivalent to GS-11, including conducting audits and inspections of worksites to assure compliance, preparing reports and findings, devising solutions and implementing corrective actions with limited oversight, and performing project management related to the healthcare setting.
• Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles in the healthcare environment.
• Knowledge of healthcare industry standards and regulatory agencies (TJC, OSHA, NFPA) and VA design requirements.
• Knowledge of construction standards, methods, materials, and equipment to determine compliance with engineering regulations.
• Skill in researching and analyzing information to make sound engineering and business recommendations.

Perform project planning, design production, design management, construction management, and construction administration for minor construction, NRM, station-level projects, and leases.

• Provide broad review of all engineering disciplines applied to a healthcare environment to support construction document reviews and preparation.
• Conduct in-depth reviews of design submissions for healthcare code compliance, including TJC, NFPA 101, and NFPA 99 requirements.
• Direct architectural/engineering firms on complex healthcare designs to ensure compliance with VA and regulatory requirements.
• Develop initial concept documents for projects.
• Create and maintain project and lease applications in VA database systems such as VSSC, Strategic Capital Investment Planning Tool, and Capital Assets Inventory.
• Track and manage the status, changes, and updates to projects over their life cycle.
• Serve as a member on key committees including A/E Selection Committee and Construction Committee.
