The Veterans Health Administration is hiring a Healthcare Engineer at the Martinsburg VA Medical Center in Martinsburg, West Virginia. This full-time, permanent position is open to current permanent VA employees.

The Healthcare Engineer performs project planning, produces designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance (NRM) Projects, Station Level Projects, and Leases.

Work covers all engineering disciplines—architectural, electrical, life safety, mechanical, civil, structural—at the medical center and associated Community Based Outpatient Clinics (CBOCs).

Qualification

To qualify for this Healthcare Engineer position, you must meet basic requirements including U.S. Citizenship and a bachelor's degree in engineering or architecture from an accredited program. Grade determinations range from GS-7 (entry) to GS-12, with specific experience or education requirements for each level.

  • U.S. Citizenship required; non-citizens may be appointed only when qualified citizens are not available per VA policy.
  • Bachelor's degree or higher in Engineering or Architecture from a program accredited by ABET (Engineering Accreditation Commission) or NCARB.
  • Acceptable degrees include Electrical, Mechanical, Biomedical, Civil Engineering, Architecture, and Architectural Engineering.
  • OR evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree (e.g., Engineer-in-Training certificate).
  • OR current professional registration or licensure as a Professional Engineer or Architect.
  • Proficiency in spoken and written English per 38 U.S.C. § 7403(f).
  • For GS-9: 1 year of experience equivalent to GS-7 OR a Master's degree in Engineering/Architecture OR a bachelor's plus 2 years of graduate education.
  • For GS-11: 1 year of experience equivalent to GS-10 OR a Ph.D. OR a Master's plus 1 year of graduate education OR a bachelor's plus 3 years of graduate education.
  • For GS-12: 1 year of experience equivalent to GS-11 that demonstrates the required KSAs.
  • Foreign education must be evaluated by a credential evaluation service to determine U.S. equivalency.
Role Responsibilities

Perform project planning, design, and construction administration for minor construction, NRM, and station-level projects.

  • Review design submissions for healthcare code compliance, including TJC, NFPA 101, and NFPA 99 requirements.
  • Provide direction to architectural/engineering firms on complex healthcare designs to ensure regulatory compliance.
  • Develop initial concept documents and maintain project/lease applications in VA database systems (VSSC, Strategic Capital Investment Planning Tool, Capital Assets Inventory).
  • Track and manage project status, changes, and updates over the project life cycle.
  • Serve on key committees such as the A/E Selection Committee and Construction Committee.
  • Conduct in-depth reviews of all design submissions for code and regulation compliance.
  • Coordinate with clinical services to understand operational professional engineering needs.
