The Montana National Guard Human Resources Office (HRO) in Helena, MT, is hiring an HR Specialist focused on Performance Management.
This GS-9, full-time permanent position is part of the Army National Guard Units and is open to current federal employees (competitive and excepted service), internal agency candidates, and National Guard members.
The role provides technical guidance on performance management systems, incentive awards, and suggestion programs.
Qualification
To qualify for this GS-9 HR Specialist position.. You must meet one of the following: one year of specialized experience equivalent to GS-7 in human resources programs (e.g.. DoD.. Army.. Air Force) or a master's degree or equivalent graduate education (2 full years) in a related field. Your resume must detail your experience.
- One year of specialized experience equivalent to at least GS-7 level that equipped you with knowledge, skills, and abilities to perform HR duties successfully.
- Experience must encompass human resources program business competencies and familiarity with processes used in DoD, U.S. Army, or U.S. Air Force HR programs.
- OR a Master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to a Master's, or LL.B. or J.D. if related.
- Must provide copies of all relevant transcripts; official transcripts may be required later.
- If using experience, your resume must address your experiences in detail as they relate to the specialized experience.
- This position is open to CAT 1-6: Permanent Title 5/32 MTNG employees, Indefinite/NTE Title 5/32 technicians, current/former MTNG military members, and current or re-employable federal employees.

Role Responsibilities
Provide technical guidance and procedural assistance on performance management systems, incentive awards, and suggestion programs.
- Develop new or modified local procedures to improve program effectiveness for managers and supervisors in support of state goals.
- Review performance standards and appraisals for regulatory compliance and analyze trends and problem issues such as disciplinary actions, employee morale, and legal implications.
- Coach and counsel managers and supervisors on performance issues including performance improvement plans, recognition techniques, and feedback on critical elements and standards.
- Participate as a strategic partner to resolve performance problems.
- Ensure employees' and management's due process rights are protected.
- Perform work in at least two but no more than four specialization areas for a total of 100% duties.
- Duties support Army (ARNG) or Air National Guard (ANG) organizations and the full-time workforce within the state.
