The U.S. Army Corps of Engineers (USACE) New York Engineering Division is hiring an Interdisciplinary Technical Manager to lead the technical and administrative management of Architect-Engineer (A-E) and in-house designs for construction, maintenance, alteration, and repair projects.

This GS-12 position is located in New York, NY, and is open to U.S. Citizens through a Direct Hire Authority (DHA) solicitation.

As a Technical Manager, you will plan, administer, and coordinate the development of complete sets of plans, specifications, and estimates for proposed construction projects.

Qualification

To qualify for this GS-12 Interdisciplinary Technical Manager position, you must be a U.S. Citizen and meet the basic education requirement for one of the engineering or architecture series (0801, 0810, 0830, 0850, or 0808) as described below, plus one year of specialized experience equivalent to the GS-11 level.

  • Who May Apply: U.S. Citizens, Nationals, or those who owe allegiance to the U.S.
  • Basic Education Requirement for General Engineer 0801, Civil Engineer 0810, Mechanical Engineer 0830, Electrical Engineer 0850: A bachelor's degree in engineering from an ABET-accredited program, or a degree that includes differential and integral calculus and courses in five of seven specified engineering science areas.
  • Alternative to degree: Combination of education and experience, including professional registration as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE), or passing the written test.
  • Basic Education Requirement for Architect 0808: A bachelor's degree in architecture or a related field with 60 semester hours in architecture or related disciplines, including 30 hours in architectural design and 6 hours each in structural technology, properties of materials, and environmental control systems.
  • Specialized Experience for GS-12: One year of experience performing design management for construction projects involving building systems, structural elements, utility systems, site design, or infrastructure; reviewing technical adequacy of engineering documents; and preparing engineering reports, assessments, and plans and specifications.
  • Foreign education must be evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to U.S. accredited education.
  • Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
  • All qualifying experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps), will be credited.
Role Responsibilities

Plan, administer, and coordinate the development of plans, specifications, and estimates for proposed construction projects.

  • Conduct engineering investigative studies and coordinate the preparation of designs, specifications, and estimates.
  • Prepare government cost estimates to establish design fund requirements and serve as a basis for negotiating A-E contracts.
  • Monitor progress and work to ensure follow-ups, controls, transmittals of instructions, and resolution of problems are performed.
  • Maintain control over design development through various phases, ensuring accomplishment according to schedules and incorporating authorized changes.
  • Determine site adequacy and basic design requirements through conferences with using organization representatives and A-E or organizational design personnel surveys.
  • Manage technical and administrative aspects of A-E and/or in-house designs for construction, maintenance, alteration, and repair projects.
  • Review engineering documents for technical adequacy and compliance with specifications and requirements.
