Job Description

The Lead HR Specialist (GS-12) position is located at Brooke Army Medical Center, part of the DHA San Antonio Market in Fort Sam Houston, Texas. This role provides day-to-day leadership and workload management for the HR team, ensuring alignment with organizational goals.

Qualification

To qualify for this GS-12 Lead HR Specialist position, you must have one year of specialized experience equivalent to the GS-11 level. Experience must include leadership and team development, preparing HR reports, processing personnel actions, advising managers on HR procedures, and supporting programs related to awards, payroll setting for physicians, performance management, or incentives.

Role Responsibilities

Provide day-to-day leadership, workload management, coaching, training coordination, and problem-solving support for the HR team.

  • Review personnel actions, monitor production systems, and ensure regulatory compliance.
  • Support managers across HR programs: awards, performance, incentives, PDPP, SSR, VERA/VSIP, background checks, sponsorship.
  • Conduct studies on staffing levels, workload, organizational structure, and efficiency; develop recommendations for reorganizations and manpower adjustments.
  • Serve as key advisor to managers and employees on training programs, IDPs, compensation issues, special salary rates, incentives, and HR policy interpretation.
  • Work with DHA CoE, EEO, SJA, and other entities to gather information, respond to inquiries, support appeals, manage FECA and labor-management activities.
  • Ensure smooth HR operations and alignment with organizational goals.
