The Management Analyst serves in the Transformation Office (Innovation and Technology Insertion Division) at PEARL HARBOR NSY AND IMF, located at 667 Safeguard Street, Pearl Harbor, HI.

Qualification

To qualify for this GS-12 Management Analyst position.. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service or comparable experience in the private or public sector. This experience must include applying qualitative or quantitative analysis to assess program effectiveness and efficiency, and developing recommendations for optimizing mission effectiveness and strategic planning.

  • At least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service, or equivalent experience in the private or public sector.
  • Specialized experience must include applying qualitative or quantitative analysis to assess program effectiveness and efficiency.
  • Experience must include developing recommendations for optimizing mission effectiveness and strategic planning needs.
  • Volunteer work, including through National Service programs, is considered qualifying experience if it demonstrates the required competencies.
  • There is no education substitution for this position; education alone does not meet the qualification requirement.
  • Current federal employees must meet time-in-grade requirements (one year at the next lower grade level) by the closing date.

Role Responsibilities

Serve as facilitator/analyst for assigned process/transformation improvement projects for day-to-day waterfront production and engineering support throughout the shipyard.

  • Conduct analysis and assist employees in analyzing organizational behaviors and performance, including impact on organizational effectiveness.
  • Prepare learning and performance improvement activities and performance metrics.
  • Assist in determining the need for and preparation and facilitation of improvement events.
  • Provide training in performance and process improvement techniques to personnel.
  • Develop recommendations for optimizing mission effectiveness and strategic planning needs.
  • Apply qualitative or quantitative analysis to assess program effectiveness and efficiency.
  • Support the Innovation and Technology Insertion Division in transformation initiatives.
Conditions & Requirements
