This role is ideal for analytical professionals with experience in program evaluation, process improvement, and organizational analysis. As a Management and Program Analyst, you will lead or conduct complex studies and evaluations of programs, operations, and organizational initiatives.
You will analyze program effectiveness, organizational performance, and resource utilization to identify solutions to management issues.
Qualification
To qualify for this Management and Program Analyst position at the GS-11 level, you must meet one of the following: a Ph.D. Or equivalent doctoral degree, or three full years of progressively higher-level graduate education; or one year of specialized experience equivalent to GS-09; or a combination. Higher grades require additional specialized experience.
- GS-11: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related.
- GS-11: 1 year of specialized experience equivalent to GS-09 performing tasks such as conducting studies of management programs, evaluating program effectiveness using qualitative/quantitative data, developing reports and recommendations, presenting findings to management, and coordinating with stakeholders.
- GS-11: A combination of post-baccalaureate education and experience that meets 100% of the requirements.
- GS-12: 1 year of specialized experience equivalent to GS-11 applying advanced analytical methods to evaluate program effectiveness, conducting complex studies on policy or resource management, developing performance measures, advising management on regulations, and collaborating on improvements.
- GS-13: 1 year of specialized experience equivalent to GS-12 leading complex studies of major programs, analyzing organizational efficiency and resource utilization, developing strategic recommendations and long-range plans, advising senior leadership, and negotiating with stakeholders.
- Experience can be gained in religious, civic, welfare, service, or organizational activities, paid or unpaid.
- All qualification requirements must be met within 30 calendar days of the closing date.

Role Responsibilities
Lead or conduct complex studies and evaluations of programs, operations, and organizational initiatives.
- Analyze program effectiveness, organizational performance, and resource utilization to identify solutions to management issues.
- Develop strategic recommendations, policies, procedures, and performance measures to improve organizational outcomes.
- Advise management and senior leadership on program, policy, and administrative matters.
- Collaborate with stakeholders to resolve complex issues and implement organizational improvements.
- Prepare reports and presentations on findings and recommendations.
- Coordinate with stakeholders to obtain information and support implementation of recommendations.
- Evaluate operational efficiency and effectiveness using qualitative and quantitative data.
