The San Diego Veterans Benefits Administration Regional Office is hiring a Management and Program Analyst to aid the Veterans Service Center (VSC) and report to the Veterans Regional Office Director (VREO) and Assistant Director (AVREO).
In this role, you’ll provide objectively set data for decisions on administrative aspects of organizational operations and management. You’ll perform complex analytical activities to evaluate and refine station managerial and personnel policies, practices, techniques, procedures, and organizational setups.

Qualification
Current federal employees must give SF-50s demonstrating one year at the next lower grade.
- Time-in-grade: GS-11 demands 52 weeks at GS-9 or equivalent; GS-12 needs 52 weeks at GS-11 or equivalent.
- GS-11 specialized experience: one year equivalent to GS-09, including collecting and researching information for evaluations, researching laws/regulations, and communicating findings to management.
- GS-11 education substitution: Ph.D. Or equivalent doctoral degree, or 3 complete years of progressively higher-level graduate education, or LL.M. If related.
- GS-11 combination: equivalent combinations of specialized know-how and graduate education (compute percentages).
- GS-12 specialized expertise: one year equivalent to GS-11, including providing tips on policy improvements, putting in analytic ways to evaluate plan effectiveness, modifying practices for administrative challenges, and getting ready thorough reports.

Role Responsibilities
Perform intricate analytical activities to evaluate and boost station managerial and personnel policies, practices, approaches, procedures, and organizational layouts.
- Research, interpret, and advise on policies and procedures to the VREO and AVREO.
- Analyze and evaluate administrative internal control systems for compliance and effectiveness in identifying fraud, waste, or mismanagement.
- Participate in meetings and conferences with agency administrators and other federal officials to secure info, investigate facts, and present conclusions and recommendations.
- Advise management on distinct conditions affecting administrative activities and offer guidance on new legislation, policies, and regulations.
- Cater to as a liaison between VBA District Office and other entities as needed.
- Prepare comprehensive reports and present findings from analysis to management.
- Create alternate courses of action and resolve problems collaboratively.
