This role is based at the NIH campus in Bethesda, Maryland, with telework eligibility as determined by agency policy. As a Management and Program Analyst, you will conduct studies and analyses of program and administrative operations to identify opportunities for improvement.
You will gather, analyze, and interpret qualitative and quantitative data to support management decisions.
Qualification
To qualify for a Management and Program Analyst.. GS-0343 position at the GS-09 level.. You must meet one of the following: a master's or equivalent graduate degree.. Or 2 full years of progressively higher-level graduate education; or 1 year of specialized experience equivalent to GS-07; or a combination. For GS-11: a Ph.D. Or 3 years of graduate education; or 1 year of specialized experience equivalent to GS-09. For GS-12: 1 year of specialized experience equivalent to GS-11.
- GS-09: Completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D., if related.
- GS-09: 1 year of specialized experience equivalent to GS-07 performing tasks such as gathering and analyzing qualitative/quantitative data, assisting with studies of workflow/staffing/organizational structures, applying analytical techniques to identify issues, preparing reports and recommendations, and communicating results.
- GS-09: A combination of post-baccalaureate education and experience that meets 100% of the requirements.
- GS-11: Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M., if related.
- GS-11: 1 year of specialized experience equivalent to GS-09 conducting studies of management programs or administrative operations, evaluating program effectiveness using data, developing reports and recommendations, presenting findings to management, and coordinating with stakeholders.
- GS-11: A combination of post-baccalaureate education and experience that meets 100% of the requirements.
- GS-12: 1 year of specialized experience equivalent to GS-11 applying advanced analytical methods to evaluate program effectiveness, conducting complex studies on policy or resource management, developing performance measures, advising management on regulations, and collaborating with stakeholders.
- All levels: Experience may be gained in religious, civic, welfare, service, and organizational activities, regardless of pay.

Role Responsibilities
Conduct studies and analyses of program and administrative operations to identify opportunities for improvement.
- Gather, analyze, and interpret qualitative and quantitative data to support management decisions.
- Develop reports, procedures, performance measures, and recommendations to improve organizational effectiveness.
- Provide analytical support and advice to management on program and operational issues.
- Coordinate with stakeholders to collect information, present findings, and support implementation of improvements.
- Evaluate program or operational effectiveness using qualitative and quantitative data.
- Present findings, conclusions, and recommendations to management officials.
- Advise management on the interpretation and application of laws, regulations, policies, and procedures.
