Job Description
The Veterans Health Care Systems of the Ozarks (VHSO) in Fayetteville, Arkansas, is hiring a Management and Program Analyst to serve as the Veterans Equitable Resources Allocation (VERA) Coordinator.
In this role, you will provide operational support and expertise to VHSO leadership, using specialized knowledge to develop, implement, and evaluate VERA oversight programs. You will work under broadly delegated authority to influence organizational performance and excellence.
As the VERA Coordinator, you will be the principal management advisor and technical authority on complex internal and external VERA program issues. You will interpret guidelines, formulate related policies, and collaborate with leadership to ensure the Health Care System's needs are met effectively.
Your work will involve conducting special organizational studies on workflow operations, forecasting manpower, equipment, and space needs, and analyzing complex data from across the system.
This position is ideal for a current permanent VA employee with experience in healthcare administration, data analysis, and program management who is looking to take on a critical role in resource allocation and organizational performance. The role offers telework eligibility as determined by agency policy.
Salary & Compensation
Salary: $74,678 - $97,087 per year.
Qualification
This includes time-in-grade requirements for current or former federal employees and specialized experience or education as described below.
- Time-In-Grade: Current federal employees must have served 52 weeks at the GS-09 level within the past 52 weeks. Provide an SF-50 demonstrating time-in-grade.
- Specialized Experience: One year of specialized experience equivalent to GS-09, including systematically diagnosing organizational or clinical issues in a healthcare setting by gathering, analyzing, and synthesizing data; developing, evaluating, and recommending alternative solutions; and documenting and communicating preferred actions to leadership.
- Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related (transcript required).
- Combination: A combination of specialized experience and graduate education beyond a master's degree (transcript required).

Duties & Responsibilities
- Provide guidance and recommendations to executive leadership, Service Chiefs, and Program Managers on implementing, managing, and evaluating VERA oversight programs.
- Serve as principal management advisor and technical authority to senior leadership on complex internal and external VERA program issues, including interpreting guidelines and formulating related policies.
- Formulate and implement VERA program plans in collaboration with leadership to ensure Health Care System needs are met effectively and efficiently.
- Establish program goals, identify solvable administrative problems related to VERA at the facility level, and demonstrate to operating service chiefs the benefits of utilizing VERA Coordinator services.
- Independently conduct special organizational studies on workflow operations and forecast manpower, equipment, and space needs critical to managing the facility's VERA Program.
- Apply thorough knowledge of the VERA model, health care delivery systems, and service organization to analyze and evaluate complex data from across the Health Care System.
- Explore new channels of inquiry and review how organizational elements interact to improve program effectiveness.
