Qualification
To qualify for this GG-13 Operations Research Analyst position, you must meet both the basic education requirement and specialized experience. This is a Cyber Excepted Service (CES) position open to U.S. Citizens. Veterans' preference applies.
- Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
- Specialized experience: one year of experience equivalent to the GG/GS-12 grade level that demonstrates utilizing operations research analysis (ORA) concepts and quantitative techniques to conduct complex cyberspace operations planning and assessment studies.
- Experience planning and conducting strategic assessments, including planning objectives, documenting and reporting findings both orally and in writing to many audiences.
- Experience translating program objectives into feasible studies while managing timelines and financial constraints to document impact, risk, and feasibility.
- Foreign education: if using education completed in foreign colleges or universities, you must show the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to accredited U.S. education.
- This position is in the Professional work category at the Senior work level within the CES Occupational Structure.

Role Responsibilities
Lead or consult on application of operations research analysis methods and tools on a larger study team.
- Conduct and make substantive contributions to complex cyberspace operations planning and assessment studies.
- Represent the J8 and Command at appropriate venues to influence selection of additional assessment topics and in-depth analysis of complex issues.
- Engage in and contribute substantively to iterative discussions with stakeholders to incorporate additional insights and complicating features into ORA models.
- Contribute to integration of strategic assessment findings into the specific forms required by the DoD program planning process.
- Define and execute project plans for the conduct of own strategic assessments, as well as those requiring team effort.
- Maintain awareness of and integrate other DoD strategic assessments to avoid duplicating underway assessments or regenerating already-available findings.
Conditions & Requirements
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a three-year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- This is a Drug Testing Designated Position; incumbent must sign a DA Form 5019-R.
- Must be able to obtain and maintain a Top Secret with access to SCI security clearance.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- May be recalled to duty, may be required to work other than normal duty hours (evenings, weekends, holidays), and may be required to work overtime.
