This Policy Analyst detail position sits within the Office of Information and Regulatory Affairs (OIRA), part of the Office of Management and Budget (OMB) in the Executive Office of the President.

You will report to the Deputy Administrator or the Chief of the Transportation, Justice, and Homeland Branch. The role focuses on coordinating interagency review of regulations, guidance documents, and other regulatory notices from the Departments of Transportation, Justice, and Homeland Security.

You will conduct analyses of agency regulations and regulatory policies, identifying significant regulatory, economic, legal, scientific, and privacy issues.

Qualification

This is a detail opportunity, not a promotion. You must currently hold the grade level you are applying for (GS-12, GS-13, GS-14, or GS-15) and have at least one year of specialized experience at the next lower grade or equivalent.

  • Must be a current federal employee (competitive or excepted service).
  • Must currently hold the grade level advertised: GS-12, GS-13, GS-14, or GS-15.
  • One year of specialized experience at the next lower grade or comparable pay band in the Federal service or equivalent private sector experience.
  • For GS-12: Must currently hold GS-12 or equivalent.
  • For GS-13: Must currently hold GS-13 or equivalent.
  • For GS-14: Must currently hold GS-14 or equivalent.
  • For GS-15: Must currently hold GS-15 or equivalent.
  • Experience can include paid and unpaid work, including volunteer service (e.g., Peace Corps, AmeriCorps).
  • Must be a U.S. citizen or national.
  • Males born after December 31, 1959 must be registered with Selective Service.
Role Responsibilities

Coordinate interagency review of regulations, guidance documents, and other regulatory notices from the Departments of Transportation, Justice, and Homeland Security.

  • Conduct analyses of agency regulations and regulatory policies to identify significant regulatory, economic, legal, scientific, and privacy issues.
  • Work with EOP officials and promulgating agencies to address identified issues.
  • Review Information Collection Requests pursuant to the Paperwork Reduction Act to ensure agency collections meet all requirements.
  • Assist in objective qualitative and quantitative analysis of regulatory documents and economic analyses.
  • Develop recommendations for higher-level decision makers.
  • Draft succinct written products to describe and summarize analyses and recommendations.
  • Assist in developing strategies to improve the effectiveness of government regulatory policies.
  • Review and interpret pertinent subject-related directives, proposed legislation, and policy documents.

Must be a current federal employee.

  • This is a non-reimbursable detail; your home agency must concur and continue to pay your salary and benefits.
  • Minimum 4-6 month detail with potential to extend upon written agreement of both parties.
  • A memorandum of understanding (MOU) will be signed.
  • Subject to pre-employment and random drug tests.
  • Must obtain a favorable security background investigation.
  • Relocation expenses will not be paid.
  • Telework eligible on a situational basis as determined by agency policy.
