U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), is hiring a Program Manager to serve as its representative at the Buffalo Field Office.

In this role, you will liaise between OFAM leadership and the Office of Field Operations (OFO) leadership and operators, ensuring frontline facilities support the Air and Marine Operations, U.S. Border Patrol, and OFO missions.

You will plan, organize, control, and assess facility management work, lead complex projects, define critical quality factors, and recommend process improvements to enhance service delivery, reduce costs, and improve quality.

Qualification

To qualify for the GS-14 grade level, you must have one year of specialized experience equivalent to at least the next lower grade level. Your resume must explicitly describe how you meet this requirement.

  • Overseeing programs to determine progress against long-range plans, including personnel, funding, and resource adjustments.
  • Serving as a liaison between program offices and government agencies to ensure personnel support and policy compliance.
  • Providing technical assistance and direct support to management staff on planning systems and management programs.
  • Experience may be paid or unpaid, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps).
  • Current federal employees must meet Time-in-Grade requirements (52 weeks at the next lower grade or equivalent) by the closing date.
  • You must be a U.S. citizen to apply.

  • Primary U.S. residency for at least three of the last five years (waivers may apply for certain federal or study abroad situations).

Role Responsibilities

Serve as OFAM's representative at the Buffalo Field Office, liaising between OFAM leadership and OFO leadership and operators.

  • Plan, organize, control, and assess facility management work on behalf of OFAM.
  • Lead complex projects, define critical quality factors, and recommend process improvements to improve service delivery, reduce costs, and improve quality.
  • Provide subject matter expertise and technical direction in project management, analysis, process improvement, and methodology for projects within the Field Office's area of responsibility.
  • Oversee programs to determine progress against long-range plans and adjust personnel, funding, and resources as needed.
