USCIS, within the Department of Homeland Security, is seeking a Program Manager to serve as the Digital Learning Accessibility Program Manager in the Office of Human Capital and Training, Training and Career Development Division.

This role is based in Camp Springs, Maryland, and is responsible for overseeing Section 508 testing for all distance learning programs, managing processes and teams, and ensuring accessibility compliance for adult education and professional development courses. The position is full-time, permanent, and telework-eligible.

Role Responsibilities

Manage and oversee agency-wide Section 508 accessibility compliance for distance learning programs.

  • Coordinate with subject matter experts and stakeholders to ensure alignment with agency needs.
  • Design, develop, and deliver high-quality accessibility training and development opportunities for employees.
  • Conduct manual and automated Section 508 accessibility testing of digital learning products, including eLearning, online, and PDF materials, using industry-standard tools and screen readers.
  • Advise senior leadership, project managers, and program offices on accessibility risk management, 508 compliance policies, and proven methods.
  • Lead the intake and evaluation of training programs.
  • Train and lead lower-level testers.
  • Collaborate with developers and designers to remediate accessibility barriers.
  • Evaluate program effectiveness to ensure continuous improvement.
