The Department of Veterans Affairs, Veterans Health Administration, is seeking a Program Manager for the Quality, Safety, and Value (QSV) Quality and Performance (Q&P) directorate. This role is assigned to the Integrated Veteran Care, Integrated External Networks division.

The incumbent serves as a manager over several departments and programs supporting the Office of Integrated Veteran Care Programs.

You will coordinate efforts to develop and implement program performance measures, provide governance and operations oversight for enterprise-wide healthcare payment and medical claim integrity operations, and oversee reimbursement accuracy.

Qualification

To qualify for this GS-14 Program Manager position, you must meet time-in-grade requirements and have one year of specialized experience equivalent to GS-13. There is no educational substitution at this grade level. U.S. Citizenship is required.

  • You must be a U.S. citizen to apply.
  • Time-In-Grade: Current or former Federal employees must have served 52 weeks at the GS-13 level (any occupation) within the past 52 weeks.
  • Submit an SF-50 showing time-in-grade eligibility. If your most recent SF-50 is less than one year old, provide an additional SF-50 that clearly demonstrates one year of time-in-grade.
  • Specialized Experience: One year of experience equivalent to GS-13 that includes overseeing healthcare payment and medical claim integrity operations, providing strategic direction, and applying analytical methodologies to assess program performance.
  • Experience must include presenting findings to senior leadership or congressional staff.
  • No educational substitution at GS-14.
  • Volunteer work (e.g., Peace Corps, AmeriCorps) is credited as qualifying experience.

Role Responsibilities

Coordinate development and implementation of program performance measures based on emerging priorities.

  • Provide governance and operations oversight for enterprise-wide healthcare payment and medical claim integrity operations.
  • Plan, organize, and complete program segment plans, operational analyses, data collection, and legislative responses.
  • Oversee healthcare payment and medical claim integrity control activities to strengthen reimbursement accuracy.
  • Conduct market research, management surveys, research projects, and advisory services on issues of substantial scope and impact.
  • Plan, schedule, and carry out major projects, internal reviews, and program evaluations to assess and improve compliance.
  • Collaborate with clinical, policy, financial, operational, contractor, and other stakeholders to assess program needs.
  • Work with external stakeholders including contractors, private-sector healthcare providers, and trade organizations.
  • Administratively manage quality, risk, and performance improvement initiatives.
