Job Description

The Naval Justice School (NJS) in Newport, Rhode Island, is hiring a Program Specialist (Registrar) to serve as the school's registrar, managing all aspects of student administration from matriculation through graduation.

In this role, you will oversee course scheduling, quota control, and administrative student support for all NJS courses. You will analyze student orders to ensure courses stay within budget, prepare and forward student information packages, and maintain accurate academic data and reports.

You will also be responsible for timely and accurate submission of student information into the CeTARS training database.

Qualification

To qualify for this GS-9 Program Specialist (Registrar) position.. Your resume must demonstrate at least one year of specialized experience equivalent to the GS-07 level in the federal service or equivalent experience in the private or public sector. Specialized experience includes working knowledge of adult learning theories, evaluating military service records, using word processing and database systems, and familiarity with Navy filing and directives systems.

  • At least one year of specialized experience equivalent to GS-07 in the federal service or equivalent private/public sector experience.
  • Working knowledge of education theories, principles, and practices associated with adult learning and education.
  • Experience evaluating military service records, transfer/TAD orders, pay records, law school documents, state bar documents, and overseas screening paperwork.
  • Proficiency using Windows OS, Microsoft Word, Excel, and various training database systems.
  • Working knowledge of Navy Filing and Directives System, Navy Correspondence Manual, Department of the Navy Directives Issuance System, Standard Subject Identification Codes, and Standard Navy Distribution List Parts I & II.
  • Familiarity with Coast Guard Standard Distribution List, List of Marine Corps Activities (LMCA), Message Address Directory, MILPERS Manual, Officer/Enlisted Transfer Manual, PAYPERS Manual, Joint Travel Regulations, Master Course Reference File (MCRF) User's Manual, and Student Master File (SMF) User's Manual.
  • Ability to type accurately using proper spelling, grammar, punctuation, and required formats.
  • Education substitution: A master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. if related, or a combination of graduate education and experience that equates to one year of experience.

  • Must be determined suitable for federal employment.
Role Responsibilities

Act as the Naval Justice School Registrar, managing course scheduling, quota control, and administrative student support for all courses.

  • Analyze student orders to ensure courses do not exceed budget limitations.
  • Promulgate and maintain all academic data and reports.
  • Oversee preparation and forwarding of student information packages.
  • Ensure timely and accurate submission of required student information into CeTARS.
  • Manage matriculation processes for all Naval Justice School courses.
  • Evaluate military service records, orders, pay records, and legal documents for student eligibility.
  • Maintain student master files and course reference files in accordance with Navy directives.
Conditions & Requirements

Must participate in the direct deposit pay program.
