The State of South Carolina is hiring a Right of Way Agent III - Team Leader to manage right-of-way acquisition, claims payment, and data management programs in Greenville County.

Qualification
To qualify for the Right of Way Agent III
- Team Leader position, you need a combination of education and experience in right-of-way acquisition, property management, or a related field. The state typically requires a bachelor's degree and several years of relevant experience, or an equivalent substitution.
- Bachelor's degree in business administration, public administration, real estate, or a related field.
- At least three years of experience in right-of-way acquisition, property management, or real estate.
- Supervisory experience is required, including planning, assigning, and reviewing work.
- Knowledge of state and federal laws governing right-of-way acquisition and eminent domain.
- Ability to interpret legal descriptions, plats, and surveys.
- Strong negotiation and communication skills for dealing with property owners and legal counsel.
- Experience with claims payment and data management systems.
- Valid driver's license and ability to travel within the county.
- Certification as a Right of Way Agent (e.g., IRWA) is preferred but not required.
Role Responsibilities
Plan, organize, and direct right-of-way acquisition, claims payment, and data management programs.
- Develop and implement policies, regulations, and procedures for the program area.
- Review project plans, make assignments to agents, and provide technical assistance.
- Confer with property owners, legal advisors, agency staff, and other state government branches to resolve just compensation issues.
- Research courthouse records to verify ownership, encumbrances, and conditions of sale.
- Consult with legal counsel and serve as agency representative in condemnation/mediation cases; testify in court.
- Ensure project documentation is properly inventoried and retained.
- Ensure all claims payments are made in a timely manner.
- Represent the agency at public information meetings to provide project details and answer right-of-way questions.
- Oversee and provide supervisory guidance to lower-level right-of-way agents in acquisition, relocation, quality control, and data management.

- The salary range is $62,400
