Qualification

To qualify for the Senior Cross-Connection Specialist position.. You need a combination of education and experience equivalent to graduation from high school and four years of journey-level experience in cross-connection control.. Including at least two years as a Cross-Connection Specialist or equivalent. A valid California driver's license is required.

  • Four years of journey-level experience in cross-connection control, backflow prevention, or a related water quality field.
  • At least two years of experience as a Cross-Connection Specialist or equivalent role.
  • Possession of a valid California driver's license and a satisfactory driving record.
  • Certification as a Cross-Connection Control Specialist by the American Water Works Association (AWWA) or equivalent within one year of hire.
  • Knowledge of state and local cross-connection regulations, backflow prevention assembly testing, and water system hydraulics.
  • Ability to read and interpret blueprints, schematics, and technical manuals.
  • Strong communication skills to interact with customers, contractors, and regulatory agencies.
  • Physical ability to perform field inspections, including climbing, bending, and lifting up to 50 pounds.
  • Experience with computer databases and record-keeping systems for tracking test reports and permits.
Role Responsibilities

Manage and coordinate the District's cross-connection control program to ensure compliance with state and federal regulations.

  • Conduct field inspections of commercial, industrial, and residential properties to identify and correct cross-connections.
  • Review and approve backflow prevention assembly test reports submitted by certified testers.
  • Issue permits and maintain records for backflow prevention assemblies.
  • Investigate complaints and incidents related to cross-connections and water quality.
  • Provide technical guidance and training to staff, customers, and contractors on cross-connection control requirements.
  • Coordinate with local health departments and regulatory agencies on program enforcement.
  • Prepare reports, correspondence, and program documentation.
  • Participate in emergency response activities related to water quality incidents.
  • Stay current with changes in cross-connection control regulations and industry standards.
Conditions & Requirements

Must possess a valid California driver's license and maintain a satisfactory driving record.

  • Must obtain AWWA Cross-Connection Control Specialist certification (or equivalent) within one year of hire.
  • Must be able to work in the field in various weather conditions and traverse uneven terrain.
  • Must pass a background investigation and medical examination (including drug screening).
  • Must be available for emergency call-out and occasional overtime.
  • Must reside within a reasonable response distance to the Oakland office.
