The Supervisory Budget Analyst leads budget execution for the Office of Human Resources Management (HRM) at U.S. Customs and Border Protection.

You will supervise staff responsible for pay and non-pay budgets, travel and purchase card programs, time and attendance, and contracting officer representative functions. This role is based in Washington, DC, with additional locations in Indianapolis, IN, and Minneapolis, MN.

It is a full-time, permanent GS-14 position.

Qualification

To qualify for the GS-14 grade level, you must have one year of specialized experience equivalent to GS-13. This experience includes serving as an expert budgetary resource advisor, overseeing organizational funds, and leading teams. Your resume must explicitly describe how you meet these requirements.

  • One year of specialized experience equivalent to GS-13 performing duties such as serving as an expert budgetary resource advisor and manager providing planning, financial and technical leadership for pay and non-pay budgets.
  • Overseeing and administering organizational funds including annual funding program, allotments, allowances, obligation authorities, reimbursable, and other fund instruments.
  • Delivering executive-level correspondence and communication to senior leaders on issues affecting the organization.
  • Leading teams, giving advice, counsel, or instruction to employees on work and administrative matters.
  • Managing interpersonal conflict and resolving complaints from employees to enhance unit cohesion.
  • Your resume must explicitly indicate how you meet this requirement; otherwise you will be found ineligible.

Role Responsibilities

Serve as first line supervisor for personnel responsible for executing the budget, travel charge card program, purchase card program, time and attendance, and contracting officer representative functions supporting HRM.

  • Serve as an expert advisor and manager providing planning, financial and technical leadership for the execution of HRM pay and non-pay budgets.
  • Allocate funds to individual units based on analysis of budget estimates, historical expenditures, projected workload, and approved funding.
  • Develop policy and strategy and advise the Assistant Commissioner, Deputy Assistant Commissioner, Directorates and Directors on all matters pertaining to the budget.
  • Recommend new or revised financial management policy as required.
  • Oversee and administer organizational funds including annual funding program, allotments, allowances, obligation authorities, reimbursable, and other fund instruments.
  • Deliver executive-level correspondence and communication to senior leaders on issues affecting the organization.
  • Lead teams, give advice, counsel, or instruction to employees on both work and administrative matters.
  • Manage interpersonal conflict and resolve complaints from employees to enhance unit cohesion.
