Job Description
The U.S. Army Corps of Engineers, Southwestern Division, Galveston District is hiring a Supervisory Contract Specialist to serve as a Branch Chief.
This GS-14 position leads one or more major programs (military or civil works) and holds an unlimited Contracting Officer warrant. You will advise acquisition personnel, Contracting Officers, and district staff across all phases of the acquisition process.
As a member of Project Delivery Teams, you will help develop business processes and participate in the District's Project Delivery Management Team.
Qualification
To qualify for this GS-14 Supervisory Contract Specialist position, you must meet the basic education requirement for the GS-1102 series and have specialized experience in civil works or military contracting. Only applicants who fall under one of the listed hiring authorities (e.g., current Army civilians, military spouses, veterans) are eligible.
- Bachelor's degree from an accredited institution (or exemption if you were a DoD civilian or military member in a contracting role before September 30, 2000).
- For Critical Acquisition Positions: eligibility for GS-14, bachelor's degree, completion of Level II or III mandatory training, and four years of acquisition experience with at least one year at the next lower grade.
- One year of specialized experience equivalent to GS-13 that includes: conducting pre- and post-award activities for Architecture, Engineering and Construction contracts (acquisition planning, formal source selection, bid/proposal analysis, negotiating, peer reviews) as a senior contracting officer for contracts valued at $100M and above.
- Reviewing and evaluating solicitations and contracts for compliance with acquisition laws, regulations, and procedures.
- Exercising supervisory authorities including work assignment, personnel management, and recruiting.
- Establishing performance expectations and communicating them through the formal employee performance management system.
- Time-in-Grade: 52 weeks at GS-13 for current or former GS employees.
- Foreign education must be evaluated by a credential evaluation service to determine U.S. equivalency.

Role Responsibilities
Serve as Branch Chief with responsibility for one or more major programs (military, civil) and hold an unlimited Contracting Officer warrant.
- Advise acquisition personnel, Contracting Officers, Contract Specialists, customers, and district office staff on all phases of the acquisition process.
- Participate on Project Delivery Teams to develop business processes and on the District's Project Delivery Management Team.
- Provide complete management oversight for all pre- and post-award procurement activities, including acquisition planning, SAM.gov synopses, bid openings, source selection panels, and price/cost evaluations.
- Direct subordinate personnel to ensure seamless project coordination with key internal divisions.
- Monitor and analyze contract progress to guarantee timely compliance with all requirements.
- Deliver expert technical support across all business-related aspects of contracts.
- Supervise, plan, and direct branch sections' assigned functions and overall personnel management, including position classification, pay, selection, and performance management.
Conditions & Requirements
Appointment subject to suitability or fitness determination based on a completed background investigation.
- One-year supervisory probationary period may be required if not previously met.
- Must complete the Civilian Education System Course and Supervisory Development Course within 12 months of assignment.
- Temporary Duty (TDY) travel of at least 25%.
- Must submit a Financial Disclosure Statement (OGE-450).
- This is a Critical Acquisition Position; selectee must execute a written agreement to remain in federal service for at least three years.
- Must meet DoDI 5000.66 requirements for the Defense Acquisition Workforce (AWF).
- Direct deposit of pay is required.
