Job Description

The National Institute of Allergy and Infectious Diseases (NIAID) seeks a Supervisory Financial Planning and Budget Management Specialist to direct the Biodefense Budget and Financial Management Branch.

You will oversee complex financial planning, budget execution, and grant fund tracking for NIAID's mission-critical research programs. This role is ideal for experienced federal financial managers who can lead a team, advise senior leadership, and prepare budget justifications for Congress and OMB.

Qualification

To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the federal service. This experience must include directing integrated financial planning and budget management programs, developing financial policies and internal controls, and preparing executive-level budget briefings.

  • One year of specialized experience equivalent to the GS-14 level in the federal service (public or private sector).
  • Experience directing and administering complex, integrated financial planning and budget management programs.
  • Experience developing and implementing financial policies, procedures, and internal controls.
  • Experience preparing, coordinating, and presenting budget justifications, briefing materials, reports, and executive-level presentations for senior leadership and external stakeholders (e.g., OMB, Congress).
  • Experience evaluating budget and financial policy impacts to develop operating plans.
  • Experience collaborating with program officials and leadership to assess funding requirements and recommend resource allocations for mission-critical initiatives.

Role Responsibilities

Plan, assign, and direct the work of the Biodefense Budget and Financial Management Branch.

  • Ensure timely performance of satisfactory work; evaluate performance; interview and select positions; resolve grievances and complaints.
  • Develop and implement ways to improve management processes, promote team building, and eliminate barriers to successful Branch performance.
  • Interpret financial information for the NIAID Director and Executive Committee to support program evaluation and decision-making.
  • Compile and analyze narrative and statistical budget materials for assigned mission areas in preparation for briefings to NIH, DHHS, OMB, the White House, and Congress.
  • Engage in program planning to assess the impact of new initiatives or revisions on current operations and emerging mission requirements.
  • Oversee the grants financial management tracking and forecasting system to ensure proper utilization of extramural grant funds for all grant mechanisms.
