Job Description

The Department of the Interior, Office of the Executive Secretariat & Regulatory Affairs, seeks a Supervisory Management and Program Analyst (GS-15) to lead its regulatory and policy management program in Washington, DC.

This role is ideal for experienced federal regulatory professionals who can manage the Department's rulemaking activities, supervise staff, and coordinate with the Office of Management and Budget, the Federal Register, and other stakeholders.

You will provide strategic direction, ensure timely accomplishment of regulatory objectives, and advise senior Department officials on policy matters.

Qualification

To qualify for the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service (or comparable non-Federal experience). This experience must include leading and managing a regulatory and policy management program, providing review and coordination for regulatory objectives, briefing senior officials, and facilitating the federal rulemaking process with OMB and the Federal Register.

  • One full year of specialized experience equivalent to the GS-14 level in the Federal service or comparable experience outside Federal service.
  • Experience leading and managing a regulatory and policy management program for a Department, bureau, or office.
  • Experience providing review and coordination to ensure timely accomplishment of regulatory and policy objectives.
  • Experience briefing senior Department and other officials regarding regulations and policy matters.
  • Experience facilitating the federal rulemaking process in coordination with the Office of Management and Budget, the Federal Register, and other stakeholders.
  • All qualifications must be met by the closing date of the announcement (08/02/2026).
  • Merit Promotion candidates must also meet Time-in-Grade requirements by the closing date.
  • You must be a U.S. Citizen.

Role Responsibilities

Provides leadership and management for the Department's regulatory and policy management activities.

  • Maintains oversight for programs and projects to ensure adequate and timely accomplishment, adherence to established policies, and initiates corrective action as required.
  • Guides the development of strategic planning for Departmental functions related to regulatory affairs and policy management.
  • Advises senior Department officials in the development of regulations and policies.
  • Manages the Departmental regulatory relationship with OMB, the Executive Office of the President, the Federal Register, and other agencies.
  • Provides supervision to the regulatory affairs and policy management staff.
Conditions & Requirements

  • This is a Schedule Policy/Career position in the excepted service; you will obtain competitive status after two years of service, if applicable.
  • Employment in this position is at-will; MSPB appeals for adverse actions are not available.

  • DOI employees GS-15 and above in the Office of the Secretary are restricted concerning interests in Federal lands and resources, including holding stock in energy corporations that lease Federal lands.
