The U.S. Citizenship and Immigration Services (USCIS) is hiring a Supervisory Operations Support Specialist for District 13, based at the Jacob K. Javits Federal Building in New York, NY.
In this role, you will supervise a team providing technical and administrative support to district and field managers. You will evaluate operational processes, recommend policy changes, and advise leadership on complex mission support issues.
This position is ideal for current USCIS employees with competitive status who have experience managing HR or budget programs and improving support services.
Qualification
To qualify at the GS-14 level, you must have one year of specialized experience equivalent to GS-13 in the federal government. This experience must include managing HR or budget programs, evaluating operational support processes, and writing reports with recommendations.
- Must be a U.S. Citizen or U.S. National.
- Current federal employees must have served 52 weeks at the GS-13 level or equivalent.
- Specialized experience must include managing and providing technical advice on human resources management or budget and financial management.
- Experience evaluating and improving operational support program services and processes.
- Experience researching and writing reports with recommendations on complex mission support issues.
- Experience providing guidance and collaborating with colleagues across all levels to resolve administrative and multi-programmatic problems.
- No educational substitution at the GS-14 level.
- Time-in-Grade requirement must be met by 07/27/2026.
- Qualifications must be met by 11:59 PM ET on 07/27/2026.
Role Responsibilities
Supervise a team of Operations Support Specialists providing management services and guidance.
- Anticipate problems from the complex nature of organizations and provide solutions without compromising effectiveness.
- Evaluate and monitor communication and information sharing processes; recommend policy changes.
- Coordinate liaison activities related to administrative functions within the district.
- Provide advice and guidance to district leadership and operational managers on complex issues.
- Recommend innovative methods and strategies to resolve issues.
- Carry out EEO policies, employee discipline, and resolve complaints and grievances.
- Make recommendations for solutions to issues referred to higher organizational levels.
Conditions & Requirements
Must pass a background investigation including financial disclosure.

- Political appointees may require OPM approval before onboarding.
- Residency requirement: must have resided in the U.S. for 3 of the last 5 years, or worked overseas for the U.S. Government, or been a dependent of a U.S. Federal or Military employee serving overseas.
- May be required to serve a 12-month supervisory probationary period.
- Must complete an appropriate supervisory training course within one year of assignment.
- This position is not considered essential for reporting to work when the facility is closed.

Additional Information
This is a temporary promotion not to exceed one year, but may be extended up to five years total.
- Selectees may be converted to permanent without further competition if the position becomes permanent.
