Job Description

El Paso County is looking for a Talent Acquisition Specialist to join its Human Resources team on a limited-term basis, anticipated from September 2026 through January 2028.

In this role, you will partner with hiring managers across county departments and elected offices to develop effective recruitment strategies, identify and attract top talent, and guide candidates through every stage of the hiring process.

You will serve as a trusted advisor, creating positive candidate experiences while helping shape the future of County government.

Qualification

To be considered for this Talent Acquisition Specialist role, candidates must meet the following qualifications as outlined by El Paso County. The position requires a combination of education and experience in human resources or a related field.

  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a closely related field.
  • At least two years of professional experience in talent acquisition, recruitment, or human resources.
  • Experience with applicant tracking systems and recruitment marketing tools.
  • Knowledge of federal and state employment laws and regulations.
  • Strong communication and interpersonal skills.
  • Ability to manage multiple recruitment processes simultaneously.
  • Certification such as PHR, SPHR, or SHRM-CP is preferred but not required.
  • Experience working in government or public sector is a plus.
Role Responsibilities

Partner with hiring managers to understand staffing needs and develop recruitment strategies.

  • Source and attract qualified candidates through various channels, including job boards, social media, and networking.
  • Screen resumes and conduct initial phone interviews to assess candidate fit.
  • Coordinate and schedule interviews with hiring teams.
  • Guide candidates through the hiring process, including offer negotiation and onboarding.
  • Maintain accurate records in the applicant tracking system.
  • Provide guidance to hiring managers on proven methods and compliance.
  • Participate in job fairs and community outreach events to promote county employment.
  • Develop and post engaging job descriptions and announcements.
  • Track recruitment metrics and provide reports to HR leadership.
Conditions & Requirements

Must be able to pass a background check.

  • Valid Colorado driver's license or ability to obtain one within 30 days of hire.
  • Ability to travel within El Paso County for recruitment events as needed.
  • Must be able to work onsite at the Colorado Springs location; remote work is not available for this role.
  • Limited-term position with an anticipated end date of January 2028.
