The Baltimore VA Medical Center is hiring a Health System Specialist to serve as a Health Professions Education (HPE) Specialist.

In this role, you will support the Designated Education Officer (DEO) in establishing, maintaining, and evaluating the quality of HPE programs and the care delivered by health professions trainees (HPTs).

You will manage affiliation agreements, trainee qualifications and credentials letters, program letters of agreement, and the on- and off-boarding of HPTs.

Qualification

To qualify for this GS-9/11 Health System Specialist position, you must meet the Individual Occupational Requirements (IOR) for the Health System Administration Series, 0671, and specialized experience or education. Current federal employees must also meet time-in-grade requirements.

  • Individual Occupational Requirement (IOR): Undergraduate or graduate major in hospital administration, public health administration, or related fields such as business or public administration with coursework in health care administration.
  • OR progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field at the GS-5 level or above.
  • For GS-9: One year of specialized experience equivalent to GS-7 in the Federal Service, involving close working relationships with facility managers and knowledge of health care delivery systems, regulations, and government-wide administrative systems.
  • OR a master's or equivalent graduate degree, or two full years of progressively higher graduate education in a related field (e.g., hospital administration, public health administration, business or public administration with health care administration coursework).
  • OR a combination of graduate education and specialized experience.
  • For GS-11: One year of specialized experience equivalent to GS-9, or a Ph.D. or equivalent doctoral degree, or three full years of progressively higher graduate education.
  • Time-in-Grade: Current federal employees must have served 52 weeks at the next lower grade (GS-7 for GS-9; GS-9 for GS-11) within the last 52 weeks.

Role Responsibilities

Manage technical work for HPE programs including affiliation agreements, trainee qualifications and credentials letters (TQCVL), program letters of agreement (PLAs), and direct customer service for HPTs and affiliate staff.

  • Oversee the on- and off-boarding processes for health professions trainees.
  • Review and validate HPT applications, qualifications, and appointments against OAA criteria before clinical rotations and patient care.
  • Provide authoritative analyses, policy guidance, and opinions on HPT appointment and on-/off-boarding processes.
  • Enhance efficiency of processes and HPT training experience to support VA's reputation and ability to recruit and retain highly qualified HPTs.
  • Conduct and evaluate many program management and administrative duties related to VHA's academic mission and OAA strategic plans.
  • Inform management on regulatory and credentialing standards affecting HPE programs.
  • Collaborate with facility managers and other stakeholders to ensure compliance with health care delivery system requirements.
