The Federal Retirement Thrift Investment Board (FRTIB) is hiring a Human Resources Assistant to join the HR Operations Branch in Washington, DC.
In this role, you will process a full range of complex personnel actions in the Federal Personnel and Payroll System (FPPS), ensuring proper coding and compliance with OPM regulations.
You will serve as a key point of contact for employees and managers, reconcile position data across HR systems, and resolve discrepancies to maintain data integrity.
Qualification
To qualify at the GS-05 level, you need either one year of specialized experience equivalent to GS-04, or four years of education above high school, or a combination. For GS-06, one year of specialized experience equivalent to GS-05 is required. Federal experience is not mandatory; qualifying experience can come from various sectors.
- GS-05: One year (52 weeks) of specialized experience equivalent to GS-04, including assisting with processing basic personnel actions, maintaining personnel records, assisting with onboarding/separation tasks, and recording personnel data in HR systems.
- GS-05: OR four years of education above high school from an accredited institution.
- GS-05: OR a combination of post-high school education and specialized experience (only education beyond 60 semester hours is creditable).
- GS-06: One year (52 weeks) of specialized experience equivalent to GS-05, including processing standard federal personnel actions, reviewing records for errors, assisting with onboarding/separation, and maintaining personnel/position data.
- Experience may be gained through paid or unpaid work, including volunteer service (e.g., AmeriCorps, Peace Corps).
- Part-time experience is credited on a prorated basis; clearly state hours per week in resume.
- Time-in-Grade: Current or former GS employees must have 52 weeks at GS-04 (for GS-05) or GS-05 (for GS-06).

Role Responsibilities
Interpret and apply federal regulations, OPM guides, and agency SOPs to ensure personnel action processing meets legal requirements.
- Process complex, non-routine personnel actions in FPPS, ensuring proper coding, effective dating, and OPM compliance.
- Serve as key point of contact and advisor to employees, hiring managers, and HR staff on operational outputs.
- Reconcile position data across HR systems, identify and resolve discrepancies in position codes, organizational alignment, or employee assignments.
- Maintain personnel records and supporting documentation using established filing systems and checklists.
- Assist with onboarding and separation tasks, ensuring timely completion of required forms and documentation.
- Record personnel data in HR systems using standard input methods to maintain current and accurate information.
- Review personnel records and documentation using checklists and system queries to identify errors and ensure completeness.
