This Supervisory Human Resources Specialist (Classification) role serves as the Principal Classifier for the Commander, Navy Installations Command (CNIC) enterprise. You will lead position management and classification program policy development, administration, oversight, and execution across the organization.
The position is located at the Washington Navy Yard in Washington, DC, and offers ad-hoc/situational telework at management's discretion. This role is ideal for an experienced federal classification specialist who wants to shape classification policy for a major Navy command.
You will provide expert advisory services to senior leadership, line managers, and supervisors on complex and controversial classification issues.
Qualification
To qualify, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must include participating in command classification programs, providing expert advisory services on complex classification issues, advising on reorganizations, and interpreting classification laws and regulations.

- Experience serving as an expert adviser on planning and implementing reorganizations that may have command-wide impact.
- Experience interpreting and explaining position classification laws, regulations, standards, OPM/DoD directives, and third-party findings.
- Must be a U.S. Citizen.
- Must be determined suitable for federal employment.
- Must participate in the direct deposit pay program.

- Current federal employees must meet time-in-grade requirements (one year at the next lower grade level) by the closing date.
Role Responsibilities

- Analyze and interpret a wide variety of classification and/or organizational issues and formulate solutions.
- Organize, plan, and assign work; set priorities; and monitor workflow of subordinates based on priorities.
- Develop and execute command classification programs, including long-range projection and goals.
- Advise on planning and implementing reorganizations that may have command-wide impact.
- Interpret and explain position classification laws, regulations, standards, OPM/DoD directives, and third-party findings.
